В рамках представленной статьи в первую очередь автор акцентирует внимание на том, что в федеральном проекте «Государство для людей» внедряется клиентоцентричный подход в организациях, ассоциируемых гражданами с государством, обеспечит удовлетворение реальных потребностей граждан и бизнеса без необходимости поиска «нужного кабинета» или услуги. Было отмечено, что во многих странах все чаще признается необходимость постоянного повышения качества предоставляемых услуг и все более оперативного реагирования на растущие потребности и запросы клиентов. По мнению автора, концепция клиентоцентричности также может быть применена в государственном управлении. Для граждан центры занятости станут службой карьерных консультантов, для работодателей — службой кадровых консультантов, а для региональных органов власти — экспертным центром в сфере рынка труда. В современном мире, где изменения на рынке труда происходят стремительно, а потребности работников и работодателей постоянно эволюционируют, важно рассмотреть роль клиентоцентричности в службах занятости. В частности, для изучения мнений «внутреннего клиента» был организован и проведен онлайн-опрос сотрудников государственной службы занятости населения. Опрос был реализован в АИС «Паспорт региона» в октябре — декабре 2022 года. Для оценки внешней клиентоцентричности службы занятости разработан соответствующий индекс, который прошел пилотную апробацию во многих регионах. В рамках данного исследования в ходе реализации мероприятий по модернизации центров занятости населений национального проекта «Демография» клиентоцентричность рассматривается как основной фактор доверия и успешного взаимодействия граждан и государства.
The article shows the role of client-centeredness in employment services, where the focus on internal and external clients is considered a key factor in improving the quality of services provided and successful interaction between employment services, employees and employers. The article highlights that the reforming of employment centers requires the development of managerial and professional competencies of employees, especially in the context of changes in the technology of work of the centers. The main purpose of the article is to consider internal client-centeredness as a strategy that contributes to improving the efficiency and quality of services provided by the employment service. The main method of research is a survey of employees of the state employment service. The article considers the results of the survey of the employees of the Employment Promotion Centers, which revealed their satisfaction with their work. In the context of modernization of the employment service, specific measures are proposed. The first step is the development of competencies, including the introduction of training programs on digital skills, legislation and psychology, as well as strengthening the mentoring system for new employees. The second aspect concerns improving motivation and incentives, involving the development of an effective employee incentive system and increasing the competitiveness of salaries to retain staff. The third aspect is improving working conditions, including renovating offices and providing the necessary equipment and resources. The fourth aspect involves expanding team-building activities, ensuring open communication and monitoring the internal client-centeredness index. Thus, the article emphasizes that the modernization of the employment service requires the creation of a system of continuous improvement of client-centered thinking of employees, which will ensure the transition to new, client-centered principles of service delivery and maintain a high level of client-centeredness.
