В статье рассматривается актуальная методическая проблема повышения полноты и точности учета внешних эффектов при оценке крупных инвестиционных проектов в контексте государственного регулирования экономического развития угольной отрасли Кыргызской Республики на основе программно-целевого подхода. Обосновано важное значение качественных, немонетизируемых показателей оценки, которые несут основной логический смысл её развития. Методы исследования проблемы: анализ «затраты-выгоды», стратегический анализ, теория устойчивого развития, статистический анализ. В статье дан обзор динамики развития угольной отрасли Кыргызстана в условиях перехода экономики страны к рынку. Показано, что сдерживающим фактором развития отрасли является её низкая конкурентоспособность, что, в свою очередь, обусловлено широким применением чисто рыночного подхода к управлению отраслью с незначительным использованием административных инструментов. Характерная для данного подхода стандартная методика оценки отраслевых проектов, базирующаяся на дисконтировании денежных потоков, не включает в себя весь перечень косвенных эффектов и не учитывает выгоды, получаемые обществом, а следовательно, снижает эффективность государственного участия в проектах. Автором сделан вывод, что в стратегии повышения конкурентоспособности угольной отрасли республики необходимо ориентироваться не на минимизацию затрат, а на увеличение выручки от реализации попутно извлекаемых компонентов и развитие производств по переработке угля. Для решения данной задачи потребуется ряд крупных системообразующих проектов (и программ), которые должны оцениваться по методу «затраты-выгоды», то есть полной экономической оценки, модель которой предложена в статье. В заключении сформулированы аргументы целесообразности использования предложенного метода при стратегической оценке потенциала угольной промышленности Кыргызстана.
The article considers the actual methodological problem of improving the completeness and accuracy of accounting for external effects in the assessment of large investment projects in the context of state regulation of economic development of the coal industry of the Kyrgyz Republic on the basis of the program-targeted approach. The importance of qualitative, non-monetizable evaluation indicators, which carry the main logical meaning of its development, is substantiated. Methods of researching the problem: cost-benefit analysis, strategic analysis, theory of sustainable development, statistical analysis. The article gives an overview of the dynamics of development of the coal industry of Kyrgyzstan in the conditions of transition of the country's economy to the market. It is shown that the constraining factor in the development of the industry is its low competitiveness, which, in turn, is due to the widespread use of purely market approach to industry management with little use of administrative tools. The standard methodology of industry project evaluation, which is based on discounted cash flows, does not include the entire list of indirect effects and does not take into account the benefits received by society, and therefore reduces the effectiveness of government participation in projects. The author concludes that the strategy to improve the competitiveness of the coal industry of the republic should focus not on minimizing costs, but on increasing revenue from the sale of by-product components and the development of coal processing facilities. To solve this problem, a number of large backbone projects (and programs) will be required, which should be evaluated by the cost-benefit analysis, i.e. full economic evaluation, the model of which is proposed in the article. The conclusion formulates arguments for the expediency of using the proposed method in the strategic assessment of the potential of the coal industry of Kyrgyzstan.
