Данная статья посвящена изучению информационно-аналитического обеспечения управления государственными закупками предприятий оборонной промышленности. Актуальность рассмотрения данного вопроса обусловлена тем, что государственные закупки предприятий оборонной промышленности (ГОЗ) в настоящее время, как никогда, являются системообразующим фактором развития современной российской экономики. Это связано с тем, что в производстве продукции оборонных предприятий заняты миллионы работников, а размеры бюджетных вложений в закупки по статьям, связанным с обороной и безопасностью РФ, составляют триллионы рублей. В свою очередь, информационно-аналитическое обеспечение является обязательной составляющей ГОЗ, позволяющей избежать проблем в данной сфере. Автором было определено, что управление ГОЗ — это система управленческих процедур по распределению технических и материальных средств, обеспечивающих ГОЗ на всех стадиях данного процесса, начиная с планирования и заканчивая оценкой результата, учетом и контролем последствий. По мнению автора, информационно-аналитическое обеспечение ГОЗ должно реализовываться на всех этапах закупочной деятельности оборонных предприятий, что определит обеспечение условий осуществления ГОЗ и снижение рисков ГОЗ (завышенная стоимость и недостаточное качество приобретаемой в сфере государственных закупок продукции, нарушения сроков и логистики поставок продукции на предприятиях, неэффективное финансирование ГОЗ, изменение состава или количества закупаемой продукции, несоблюдении законодательства, регламентирующего ГОЗ, а также антимонопольного законодательства). Все это позволит повысить показатели и управляемость по данному направлению государственных закупок, а также уменьшить риски, связанные с конфликтом интересов участников закупок, в частности, путем конкретизации требований к подготовке и применению закупочной документации.
This article is devoted to the study of information and analytical support for managing public procurement of defense industry enterprises. The relevance of considering this issue is due to the fact that government procurement of defense industry enterprises (GDP) is now, more than ever, a system-forming factor in the development of the modern Russian economy. This is due to the fact that millions of workers are employed in the production of defense enterprises, and the size of budget investments in purchases for items related to the defense and security of the Russian Federation amounts to trillions of rubles. In turn, information and analytical support is a mandatory component of the GDP, allowing one to avoid problems in this area. The author determined that GDP management is a system of management procedures for the distribution of technical and material resources that provide GDP at all stages of this process, from planning to outcome assessment, accounting and control of consequences. According to the author, information and analytical support for the GDP should be implemented at all stages of the procurement activities of defense enterprises, which will determine the provision of conditions for the implementation of the GDP and the reduction of the risks of the GDP (inflated cost and insufficient quality of products purchased in the field of public procurement, violation of terms and logistics of product deliveries at enterprises , ineffective financing of the GDP, changes in the composition or quantity of purchased products, non-compliance with the legislation regulating the GDP, as well as antimonopoly legislation). All this will improve performance and controllability in this area of public procurement, as well as reduce the risks associated with conflicts of interest among procurement participants, in particular, by specifying the requirements for the preparation and use of procurement documentation.
