В рамках представленной статьи автор анализирует механизм осуществления государственных закупок. Очевидным является тот факт, что данная сфера играет большую роль в развитии государства и экономики и, разумеется, требует применения соответствующих мер по осуществлению контроля. В статье особое внимание уделено вопросам совершенствования экономического и правового аспекта осуществления государственных закупок в России. По мнению автора, суть организации государственных закупок заключается в создании процесса непрерывного приобретения товаров, услуг и услуг для удовлетворения потребностей населения. В рамках исследования автор в первую очередь раскрывает понятие организации государственных закупок и выделяет пять ее важнейших задач. Далее, для более полного понимание изучаемой темы в статье приведены основные понятия, характеризующие организацию государственных закупок. Автор утверждает, что одним из ключевых вопросов в изучаемой сфере выступает выбор поставщика. В связи с этим в статье составлена таблица, в которой подробно исследованы особенности способов определения поставщиков (исполнителей). В настоящее время не менее важную роль в сфере государственных закупок играют информационные системы. В частности, все участники контрактной системы имеют свободный и безвозмездный доступ к информации в сфере закупок. Помимо этого, все заказчики обязаны размещать полную и достоверную информацию в Единой Информационной Системе. Автор отмечает, что в сфере государственных закупок на протяжении долгого времени основной проблемой оставалась коррупция. В связи с этим происходили изменения в нормативно-правовой базе, регулирующей осуществление госзакупок, которые привели к расширению системы контролирующих органов и разграничению их полномочий в зависимости от различных направлений контроля. В заключительной части статьи автор рассматривает органы, ответственные за осуществление контроля в сфере государственных закупок, а также основные положения законов, принятых в рассматриваемой сфере.
Within the framework of the presented article, the author analyzes the mechanism of public procurement. It is obvious that this area plays an important role in the development of the state and the economy and, of course, requires the application of appropriate control measures. The article pays special attention to the issues of improving the economic and legal aspects of public procurement in Russia. According to the author, the essence of the organization of public procurement is to create a process of continuous acquisition of goods, services and services to meet the needs of the population. As part of the study, the author first of all reveals the concept of organizing public procurement and identifies five of its most important tasks. Further, for a more complete understanding of the topic under study, the article presents the basic concepts that characterize the organization of public procurement. The author argues that one of the key issues in the field under study is the choice of a supplier. In this regard, the article has compiled a table in which the features of the methods for determining suppliers (executors) are studied in detail. Currently, information systems play an equally important role in the field of public procurement. In particular, all participants in the contract system have free and free access to information in the field of procurement. In addition, all customers are required to post complete and reliable information in the Unified Information System (UIS). The author notes that corruption has been the main problem in the field of public procurement for a long time. In this regard, there were changes in the regulatory framework governing public procurement, which led to the expansion of the system of regulatory bodies and the delimitation of their powers depending on various areas of control. In the final part of the article, the author considers the bodies responsible for exercising control in the field of public procurement, as well as the main provisions of the laws adopted in this area.
