В статье «Проблемы благоустроительных работ, как составляющей комплексного развития территории» авторами рассматриваются вопросы комплексного развития территории. Материал исследуется авторами в разрезе работ по благоустройству, выполняемых подрядными организациями, при реконструкции улично-дорожной сети на основе договоров подряда с администрацией города с упором на работы по озеленению. Основой исследования являлись материалы по формированию городской среды в городе Каменске-Уральском Свердловской области, осуществляемые в рамках национального проекта «Жилье и городская среда». Акцент статьи сделан авторами на реализации проекта по реконструкции бульвара Парижской коммуны Красногорского района города Каменск-Уральского. Проведен анализ ряда проектных решений, выявлены проблемы, возникшие при выполнении работ. Рассмотрена реакция общественности на проводимые мероприятия. Работа со статьей велась авторами с использованием фактической проектной документацией, что позволило досконально изучить объект исследования. Также использованы материалы предпроектных исследований и акты, составленные при подписании отдельных этапов подрядных работ. Авторы не ставили перед собой задачи экспертного анализа реализации всех этапов рассматриваемого проекта, сосредоточив свое внимание на сравнении проектных и исполнительных материалов, охватывающих только один раздел — озеленение, при выполнении которого возникло множество нестыковок между проектными и фактически выполненными работами и соответствующей негативной реакцией местных жителей. Остальные проблемные моменты лишь упоминаются и могут служить материалом для дальнейшего исследования. Проведенный авторами статьи анализ позволит в дальнейшем местной администрации учитывать проблемные моменты при реализации подобных проектов.
In the article «Problems of landscaping work as a component of the integrated development of the territory», the authors consider the issues of integrated development of the territory. The material is examined by the authors in the context of landscaping work carried out by contractors during the reconstruction of the road network on the basis of contract agreements with the city administration, with an emphasis on landscaping work. The basis of the study was materials on the formation of the urban environment in the city of Kamensk-Uralsky, Sverdlovsk region, carried out within the framework of the national project «Housing and Urban Environment». The emphasis of the article is made by the authors on the implementation of the project for the reconstruction of the boulevard of the Paris Commune of the Krasnogorsk district of the city of Kamensk-Uralsky. A number of design solutions were analyzed and problems that arose during the execution of the work were identified. The public reaction to ongoing events is considered. The work with the article was carried out by the authors using actual project documentation, which made it possible to thoroughly study the object of research. Materials from pre-project studies and acts drawn up when signing individual stages of contract work were also used. The authors did not set themselves the task of an expert analysis of the implementation of all stages of the project under consideration, focusing their attention on the comparison of design and as-built materials covering only one section — landscaping, during the implementation of which many inconsistencies arose between the design and actually completed work and the corresponding negative reaction of local residents. The remaining problematic issues are only mentioned and can serve as material for further research. The analysis carried out by the authors of the article will allow local administrations to take into account problematic issues when implementing such projects in the future.
