В статье исследуется проблематика моделирования влияния жизненных циклов нестабильности и кризисов, а также воздействие политико-экономической нестабильности на организационную устойчивость девелоперских проектов. Проблемная ситуация в основе данного исследования связана с недостатком системного подхода к оценке организационной устойчивости девелоперских проектов в условиях неопределенности и турбулентности макроэкономической среды и нестабильности государственного регулирования. Девелоперская деятельность сопряжена со значительными рисками, обусловленными изменением инвестиционного климата, ростом стоимости заемного капитала, колебаниями потребительского спроса и трансформацией правового поля, что оказывает существенное влияние на все фазы жизненного цикла девелоперского проекта. Эти факторы могут приводить к дестабилизации сроков реализации, увеличению финансовой нагрузки и снижению маржинальности девелоперских проектов, что актуализирует проблему их организационной устойчивости. Целью исследования является моделирование влияния жизненных циклов нестабильности и кризисов на организационную устойчивость девелоперских проектов с учетом систематизации и классификации факторов политической и экономической нестабильности, а также анализ их воздействия на ключевые временны́е показатели и организационную устойчивость проекта. Объект исследования — девелоперские проекты, как сложные организационные системы, предмет — жизненные циклы проектов и влияние кризисных циклов на организационную устойчивость этих проектов. Проводится обзор крупных кризисов, начиная с 2008 года и по настоящее время и их влияние на девелоперские проекты. Результаты исследования включают выявление наиболее значимых угроз политико-экономической турбулентности и неопределенности для организационной устойчивости девелоперских проектов и анализ механизмов и подходов нивелирования рисков. Полученные результаты представляют практическую ценность для девелоперских компаний, инвесторов при формировании стратегий обеспечения организационной устойчивости жизненных циклов девелоперских проектов в условиях нестабильности проектной среды.
The article examines the problem of modeling the impact of life cycles of instability and crises, as well as the impact of political and economic instability on the organizational sustainability of development projects. The problem situation at the heart of this study is related to the lack of a systematic approach to assessing the organizational sustainability of development projects in the context of uncertainty and turbulence of the macroeconomic environment and instability of government regulation. Development activities are associated with significant risks due to changes in the investment climate, increased cost of borrowed capital, fluctuations in consumer demand and transformation of the legal field, which has a significant impact on all phases of the life cycle of a development project. These factors can lead to destabilization of implementation periods, an increase in the financial burden and a decrease in the marginality of development projects, which actualizes the problem of their organizational sustainability. The aim of the study is to model the impact of life cycles of instability and crises on the organizational sustainability of development projects, taking into account the systematization and classification of factors of political and economic instability, as well as the analysis of their impact on key time indicators and organizational sustainability of the project. The object of the study is development projects as complex organizational systems, the subject is life cycles of projects and the impact of crisis cycles on the organizational sustainability of these projects. A review of major crises from 2008 to the present and their impact on development projects is conducted. The results of the study include the identification of the most significant threats of political and economic turbulence and uncertainty for the organizational sustainability of development projects and the analysis of risk mitigation mechanisms and approaches. The results obtained are of practical value for development companies and investors in forming strategies to ensure organizational sustainability of life cycles of development projects in the context of instability of the project environment.
