Эффективное функционирование предпринимательской деятельности предполагает передачу ряда наукоемких бизнес-процесса сторонним исполнителям. Динамика эффективности генерации и использования новшеств определяется непосредственными участниками инновационной деятельности и уровнем их вовлеченности в общий процесс, а также глубиной взаимодействия друг с другом. В статье обосновывается, что задачи формирования эффективной системы научно-производственной кооперации связаны единой целью и представляют собой целостную программу с конкретными действиями и подходами. Несмотря на трудности реализации данного процесса, всю совокупность тактических и стратегических задач, объединенных в рамках формирования эффективной системы научно-производственной кооперации, можно классифицировать по нескольким группам в определенной последовательности. Авторами подробно освещаются задачи, которые можно рассматривать в рамках производственно-технологической, организационной, финансово-экономической, информационно-аналитической, цифровой и научно-исследовательской проекции формирования эффективной системы научно-производственной кооперации. Ключевую роль при этом играют задачи, находящиеся в проекции производственно-технологических отношений. Решение данных задач осуществляется в рамках адаптации и согласования отдельных производственных систем участников при проектировании кластерных структур. Задачи, относящиеся к организационному уровню, представляются первоочередными, и определяют возможности дальнейшего существования научно-производственной кооперации. Авторами также рассматриваются задачи в рамках проекции цифровой трансформации, которые сконцентрированы, в первую очередь, на разработке кластерной стратегии цифровизации. Решение задач научно-исследовательского уровня направлено на содействие развитию всестороннего научно-технического сотрудничества участников кооперации посредством создания необходимых условий (организационных, технических, технологических, финансовых, социальных и других) для реализации задач совместной реализации проектной деятельности.
The effective functioning of entrepreneurial activity involves the transfer of a number of knowledge-intensive business processes to third-party performers. The dynamics of the efficiency of the generation and use of innovations is determined by the direct participants in innovation activities and the level of their involvement in the overall process, as well as the depth of interaction with each other. The article substantiates that the tasks of forming an effective system of scientific and industrial cooperation are linked by a single goal and represent an integrated program with specific actions and approaches. Despite the difficulties of implementing this process, the whole set of tactical and strategic tasks combined within the framework of forming an effective system of scientific and industrial cooperation can be classified into several groups in a certain sequence. The authors describe in detail the tasks that can be considered within the framework of production and technological, organizational, financial and economic, information and analytical, digital and research projection of the formation of an effective system of scientific and industrial cooperation. The key role in this is played by tasks that are in the projection of production and technological relations. The solution of these tasks is carried out within the framework of adaptation and coordination of individual production systems of participants in the design of cluster structures. Tasks related to the organizational level seem to be of primary importance, and determine the possibilities for the further existence of scientific and industrial cooperation. The authors also consider the tasks within the framework of the digital transformation projection, which are focused primarily on the development of a cluster digitalization strategy. The solution of the tasks of the research level is aimed at promoting the development of comprehensive scientific and technical cooperation among the participants of the cooperation by creating the necessary conditions (organizational, technical, technological, financial, social and others) for the implementation of the tasks of joint implementation of project activities.
