Настоящее исследование посвящено анализу трансформации промышленной политики Индии с момента обретения страной независимости до настоящего времени. Данная работа раскрывает предпосылки необходимости развития экономики с опорой на промышленный сектор и те структурные сдвиги, которые произошли в стране более чем за полвека. Исследование разбито на две части, что объясняется масштабностью и сложностью самой темы, как с точки зрения теоретических подходов, так и с точки зрения реализуемой в стране экономической модели и промышленной политики. В первой, то есть в представленной части исследования, авторами рассматриваются различные подходы к моделям экономического развития стран второго эшелона, то есть развивающихся экономик, и, в частности, к Индии. Вторая часть данного исследования посвящена анализу развития и реализации промышленной политики Индии с начала XX века вплоть до 90-х гг. XX века. Множественность подходов к вопросам преодоления отсталости экономик освободившихся стран объясняется, в первую очередь, тем, что до первой половины XX века развивающиеся страны, а на том момент колонии, не рассматривались в качестве субъекта исследования и не попадали в «объектив» научных интересов западных экономистов, а колониальный режим сам по себе лишал какой-либо возможности сами колонии вырастить ученых и исследователей в данной области. Более того, несовершенство теоретических подходов к моделям экономического развития развивающихся стран исходит и из отсутствия единого набора проблем или условий, решение и изменение которых способствовало бы преодолению отсталости и выбору оптимальной модели экономического развития. Отдельное внимание в работе посвящено развитию экономической мысли в Индии, и ее опережающему характеру, поскольку именно необходимость развития промышленного сектора, плановое начало и инклюзивный подход в дальнейшем были заложены в индийскую модель экономического развития. This study is devoted to the analysis of the transformation of India's industrial policy from the moment of independence to the present time. This work reveals the prerequisites for the need to develop the economy based on the industrial sector and the structural shifts that have occurred in the country for more than half a century. The study is divided into two parts, which is explained by the scale and complexity of the topic itself, both from the point of view of theoretical approaches, and from the point of view of the economic model and industrial policy implemented in the country. In the first, that is, in the presented part of the study, the authors consider various approaches to the models of economic development of second-tier countries, that is, developing economies, and, in particular, to India. The second part of this study is devoted to the analysis of the development and implementation of industrial policy in India from the beginning of the XX century up to the 90s of the XX century. The multiplicity of approaches to overcoming the backwardness of the economies of the liberated countries is explained, first of all, by the fact that until the first half of the XX century, developing countries, and at that time colonies, were not considered as a subject of research and did not fall into the «lens» of scientific interests of Western economists, and the colonial regime itself deprived of any opportunities for the colonies themselves to grow scientists and researchers in this field. Moreover, the imperfection of theoretical approaches to the models of economic development of developing countries comes from the absence of a single set of problems or conditions, the solution and change of which would contribute to overcoming backwardness and choosing the optimal model of economic development. Special attention in the work is devoted to the development of economic thought in India, and its advancing nature, since it was the need for the development of the industrial sector, a planned beginning and an inclusive approach that were later incorporated into the Indian model of economic development. The research may be of interest to students and postgraduates, young scientists and established researchers, research institutes and specialized institutions of executive authorities.
