В рамках развития сотрудничества и интеграции Армения, Россия, Белоруссия, Казахстан и Киргизия, являясь членами Евразийского экономического союза, в рамках Договора о ЕАЭС объявили о создании в перспективе единого рынка товаров, услуг, капитала и трудовых ресурсов. В статье анализируются текущий уровень развития национальных финансовых рынков государств-членов ЕАЭС в условиях действия санкций в отношении российских и белорусских организаций и регуляторов рынка. Автором определены преимущества интеграции рынков государств-членов интеграционного объединения в единых контур. В статье определены уровни развития банковского и страхового сектора, рынков ценных бумаг государств-членов Евразийского экономического союза на настоящий момент. Проанализированы договоренности государств-членов интеграционного объединения по вопросу создания единого финансового рынка, сделан вывод о возможности объединения финансовых рынков России, Армении, Белоруссии, Казахстана и Киргизии на текущем этапе интеграции. Кроме того, в статье определены факторы, сдерживающие создание общего финансового рынка и его составляющих. При условии устранения сдерживающих факторов возможно будет выйти на новый этап интеграции в рамках Евразийского экономического союза в части построения единого финансового рынка, создания и использование единой расчётной валюта ЕАЭС. Публикация нацелена на решение научной проблемы по определению перспективы создания финансового рынка на взаимовыгодных условиях для стран-участниц ЕАЭС при безусловном лидерстве в данном вопросе со стороны Российской Федерации.
As part of the development of cooperation and integration, Armenia, Russia, Belarus, Kazakhstan and Kyrgyzstan, being members of the Eurasian Economic Union, within the framework of the EAEU Treaty announced the creation of a single market for goods, services, capital and labor resources in the future. The article analyzes the current level of development of the national financial markets of the EAEU member states in the context of sanctions against Russian and Belarusian organizations and market regulators. The author defines the advantages of integrating the markets of the member states of the integration association into a single circuit. The article defines the levels of development of the banking and insurance sector, securities markets of the member states of the Eurasian Economic Union at the moment. The agreements of the member states of the integration association on the creation of a single financial market are analyzed, and a conclusion is made about the possibility of uniting the financial markets of Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan at the current stage of integration. In addition, the article identifies the factors constraining the creation of a common financial market and its components. Provided that the constraints are eliminated, it will be possible to enter a new stage of integration within the framework of the Eurasian Economic Union in terms of building a single financial market, creating and using a single settlement currency of the EAEU. The publication is aimed at solving the scientific problem of determining the prospects for creating a financial market on mutually beneficial terms for the EAEU member states with unconditional leadership on this issue from the Russian Federation. The article is intended for scientists dealing with the development of integration associations in the post-Soviet space, as well as for students of specialized universities in order to study the regulatory framework of the EAEU and issues of creating a common financial market.
