В настоящее время политика импортозамещения реализуется многими странами для обеспечения развития инновационного и высокотехнологического характера собственной промышленности и снижения зависимости от импорта. При этом необходимо отметить, что механизмы реализации импортозамещения в промышленности еще полностью не налажены. Необходимо не просто заместить импортные продукты на отечественном рынке для удовлетворения внутреннего спроса, а обеспечить технологический суверенитет страны и устойчивое развитие экономики за счет стимулирования государственными органами развития инновационных и конкурентоспособных отраслевых рынков, которые способны экспортировать свою продукцию на другие рынке. Это и определяет актуальность представленного в статье исследования. В работе используются традиционные методы научного исследования: индуктивный метод применяется для установления общих тенденций и направлений развития политики по замещению импортной продукции на отечественных рынках, а методы анализа и синтеза позволили изучить существующие в литературе научные подходы к трактованию экономической сущности замещения импорта и выявить условиях для его реализации. В данной статье рассматривается экономический смысл термина «импортозамещение», раскрываются различные этапы и текущие характеристики политики по замещению импорта; исследуется влияние импортозамещающего роста на открытую экономику и выявляются факторы, определяющие специфику замещения иностранной продукции; рассматриваются первичные условия, необходимые для реализации политики импортозамещения, и проводится ее дифференциация по уровню реализации. Автор обосновывает структурные составляющие региональной политики импортозамещения и выделяет направленность регулирования промышленного развития с упором на инновационное и высокотехнологичное импортозамещение. В итоге в работе автором делается вывод о том, что результатом реализации в стране политики замещения импорта должно стать создание всех необходимых условий для обеспечения развития промышленного сектора экономики в условиях экономического спада для обеспечения технологического суверенитета и роста основных показателей социально-экономического развития как страны в целом, так и отдельных ее регионов.
Currently, the import substitution policy is being implemented by many countries to ensure the development of the innovative and high-tech nature of their own industry and reduce dependence on imports. At the same time, it should be noted that the mechanisms for implementing import substitution in the industry have not yet been fully established. It is necessary not only to replace imported products in the domestic market to meet domestic demand, but to ensure the technological sovereignty of the country and the sustainable development of the economy by stimulating the development of innovative and competitive industrial markets by government agencies that are able to export their products to other markets. This determines the relevance of the study presented in the article. The paper uses traditional methods of scientific research: the inductive method is used to establish general trends and directions for the development of policies for the substitution of imported products in domestic markets, and the methods of analysis and synthesis made it possible to study the existing scientific approaches in the literature to interpreting the economic essence of import substitution and identify the conditions for its implementation. This article discusses the economic meaning of the term "import substitution", reveals the various stages and current characteristics of the import substitution policy; examines the impact of import-substituting growth on the open economy and identifies the factors that determine the specifics of the substitution of foreign products; the primary conditions necessary for the implementation of the import substitution policy are considered, and its differentiation is carried out according to the level of implementation. The author substantiates the structural components of the regional import substitution policy and highlights the direction of regulation of industrial development with an emphasis on innovative and high-tech import substitution. As a result, the author concludes that the result of the implementation of the import substitution policy in the country should be the creation of all the necessary conditions for ensuring the development of the industrial sector of the economy in an economic downturn to ensure technological sovereignty and the growth of the main indicators of socio-economic development as a country as a whole, as well as its individual regions.
