В статье рассмотрен международный опыт реализации крупных инфраструктурных проектов в сфере физической культуры и спорта. Страны, активно применяющие ГЧП для инфраструктурного развития территорий, сгруппированы в зависимости от стадии развития ГЧП-механизмов. Обобщение зарубежного опыта позволило автору выделить 3 группы задач, для решения которых используют ГЧП-механизмы в сфере физической культуры и спорта. Изучен конкретный опыт организации и особенностей реализации ГЧП-проектов в рамках каждой из групп. Автором подробно изучен опыт Великобритании, занимающей лидирующие позиции в мире по использованию ГЧП-механизма для решения инфраструктурных проблем. В статье кратко представлен характер взаимодействия публичного и частного секторов в форме ГЧП при организации масштабных спортивных событий (Олимпийские игры в Лондоне в 2012 г., возведение Национального стадиона в Пекине «Птичье гнездо», возведение стадиона «Пьер Моруа» для проведения Чемпионата мира по футболу во Франции 2016 г., возведение олимпийского района Ванкувера). Акцентировано внимание на ключевых моментах, обеспечивших коммерческую успешность проектов. В рамках использования ГЧП для инфраструктурного развития городских (и не только) территорий изучен европейский и азиатский опыт возведения спортивных комплексов и сооружений посредством применения ГЧП для сферы массового спорта. Акцентировано внимание на инструментальном характере партнерства, который умело использован для целей территориального и экономического развития. Обобщение организационных особенностей реализации масштабных ГЧП-проектов позволил сфокусировать внимание на ключевых факторах успеха (принципах эффективности) реализации таких проектов.
The article considers the international experience of implementing large infrastructure projects in the field of physical culture and sports. The countries actively using PPP for infrastructure development of territories are grouped depending on the stage of development of PPP mechanisms. Generalization of foreign experience allowed the authors to identify 3 groups of tasks for which PPP mechanisms are used in the field of physical culture and sports. The specific experience of the organization and the specifics of the implementation of PPP projects within each of the groups has been studied. The author has studied in detail the experience of Great Britain, which occupies a leading position in the world in the use of a PPP mechanism to solve infrastructure problems. The article briefly presents the nature of the interaction between the public and private sectors in the form of PPP in the organization of large-scale sporting events (the Olympic Games in London in 2012, the construction of the National Stadium in Beijing "Bird's Nest", the construction of the stadium "Pierre Mauroy" for the World Cup in France in 2016, the construction of the Vancouver Olympic District). Attention is focused on the key points that ensured the commercial success of the projects. As part of the use of PPP for the infrastructural development of urban (and not only) territories, the European and Asian experience of the construction of sports complexes and structures through the use of PPP for the field of mass sports has been studied. Attention is focused on the instrumental nature of the partnership, which is skillfully used for the purposes of territorial and economic development. Generalization of the organizational features of the implementation of large-scale PPP projects allowed us to focus on the key success factors (principles of efficiency) of the implementation of such projects.
