В статье проанализированы вопросы обеспечения национальной безопасности России таможенными органами, рассмотрена деятельность федеральной таможенной службы России на фоне трансформаций 2022 — первой половины 2023 гг. В первой части работы рассмотрены научные наработки российских ученых в сфере исследования деятельности таможенных органов в обеспечении национальной безопасности России, отмечена тенденция изучения экономической составляющей, а работы по национальной безопасности носят эпизодический характер или узкоспециализированный. Во второй части статьи проанализировано соответствие задач и функций таможенных органов отдельным положениями Стратегии национальной безопасности России. В результате подтверждено непосредственное участие федеральной таможенной службы России в реализации Стратегии национальной безопасности России, защите ее национальных интересов. Также проведен сравнительный анализ стратегических национальных приоритетов и направлений реализации Плана деятельности федеральной таможенной службы России на 2022 г. и плановый период 2023–2027 гг. В результате указано, что экономическая составляющая превалирует в оценке деятельности таможенных органов Российской Федерации, однако некоторые аспекты обеспечения национальной безопасности имеют не меньшее значение, например, борьба с наркотрафиком и экспортный контроль за продукцией двойного назначения. В третьей части работы рассмотрены отдельные результаты деятельности в период существенных трансформаций 2022 г., отмечена роль таможенных органов по защите национальных интересов и обеспечении условий развития народного хозяйства. Также приведены конкретные итоги работы федеральной таможенной службы России в первом полугодии 2023 г. Так, показаны изменения первых месяцев сильного внешнего воздействия на страну, соответствующую трансформацию законодательства в области внешнеэкономической деятельности. В заключительной части работы сформулированы основные выводы.
The article analyzes the issues of ensuring the national security of Russia by customs authorities, examines the activities of the Federal Customs Service of Russia against the background of transformations in 2022 — the first half of 2023. In the first part of the work, the scientific achievements of Russian scientists in the field of studying the activities of customs authorities in ensuring the national security of Russia are considered, the tendency to study the economic component is noted, and the work on national security is episodic or highly specialized. The second part of the article analyzes the compliance of the tasks and functions of customs authorities with certain provisions of the National Security Strategy of Russia. As a result, the direct participation of the Federal Customs Service of Russia in the implementation of Russia's National Security Strategy and the protection of its national interests was confirmed. A comparative analysis of strategic national priorities and directions of implementation of the FCS Activity Plan for 2022 and the planning period 2023–2027 was also carried out. As a result, it is indicated that the economic component prevails in the assessment of the activities of the customs authorities of the Russian Federation, but some aspects of ensuring national security are no less important, for example, the fight against drug trafficking and export control of dual-use products. In the third part of the work, individual results of activities during the period of significant transformations in 2022 are considered, the role of customs authorities in protecting national interests and ensuring conditions for the development of the national economy is noted. The specific results of the work of the Federal Customs Service of Russia in the first half of 2023 are also given. Thus, the changes in the first months of strong external influence on the country, the corresponding transformation of legislation in the field of foreign economic activity are shown. In the final part of the work, the main conclusions are formulated.
