Данное исследование посвящено всестороннему анализу процесса построения Россией национальной инновационной системы с 2011 года, когда стала очевидной исчерпанность «экстенсивного» экономического роста, а также усилению роли института интеллектуальной собственности в качестве ключевого фактора инновационного пути развития экономики. В статье описаны три этапа эволюции в государственном регулировании сферы инноваций и интеллектуальной собственности в России: 2011–2016 годы, когда были сформированы основные элементы национальной инновационной системы и названы стратегические цели; 2016–2020 годы, когда были обнаружены слабые места в инновационной системе; 2020 г. по настоящее время, когда произошла корректировка мер политики в сфере инноваций, технологий и импортозамещения, усилилось значение процессов охраны, защиты и коммерциализации интеллектуальной собственности. Авторами выделены ключевые проблемы и достижения каждого этапа эволюции и представлен в динамике статистический анализ показателей, отражающих результаты развития данных сфер: места России в Глобальном инновационном индексе, объема венчурных инвестиций и инвестиций в объекты интеллектуальной собственности, уровня изобретательской активности населения, степени зависимости от иностранных технологий, доли нематериальных активов на балансе предприятий разных размеров, вклада креативных индустрий в валовой внутренний продукт. В числе последних существенных достижений в области инноваций и интеллектуальной собственности авторы называют: совершенствование регистрационной системы Роспатента, популяризацию интеллектуальной собственности и обеспечение профессиональными кадрами, расширение инструментов государственной поддержки инновационного предпринимательства с акцентом на регионы, обновление нормативно-правовой базы бухгалтерского учета и оценки нематериальных активов до международного уровня, формирование новых элементов инновационной инфраструктуры для развития креативных секторов экономики.
This study is devoted to a comprehensive analysis of the process of building Russia's national innovation system since 2011, when the exhaustion of «extensive» economic growth became apparent, as well as the strengthening of the role of the institute of intellectual property as a key factor in the innovative development of the economy. The article describes three stages of evolution in the state regulation of innovation and intellectual property in Russia: 2011–2016, when the main elements of the national innovation system were formed and strategic goals were named; 2016–2020, when weaknesses in the innovation system were discovered; 2020 and the present, when policy measures in the field of innovation were adjusted. technologies and import substitution, the importance of the processes of protection, protection and commercialization of intellectual property has increased. The article highlights the key challenges and achievements of each stage of evolution. The authors present a statistical analysis of the dynamics of indicators reflecting the results of the development of these areas: Russia's place in the Global Innovation Index, the volume of venture capital and investment in intellectual property, the level of inventive activity of the population, the degree of dependence on foreign technologies, the share of intangible assets on the balance sheet of enterprises of different sizes, the contribution of creative industries to GDP. Among the recent significant achievements in the field of innovation and intellectual property, the authors name: improving the registration system of Rospatent, popularizing intellectual property and providing professional staff, expanding the tools of state support for innovative entrepreneurship and focusing on the regions, updating the regulatory framework for accounting and valuation of intangible assets to an international level, the formation of new elements of innovation infrastructure for development creative sectors of the economy.
