В статье рассмотрены особенности цифровой трансформации обрабатывающей промышленности в Российской Федерации, а также вызовы, с которыми столкнулись отечественные производственники. Актуальность исследования обусловлена тем, что с усилением давления со стороны стран Запада и США возникла острая необходимость импортозамещения цифровых продуктов отечественными аналогами. Курс на цифровизацию промышленности в России был задан еще до начала специальной военной операции, однако ее темпы желают лучшего. Для ее ускорения, обеспечения информационной безопасности и наращивания темпов инновационно-технологического развития необходимо выявить причины отставания от заданного курса. Путем анализа стратегических документов обозначены приоритетные направления цифровизации. Обоснованы преимущества для регионов, вызываемые процессами цифровизации. На примере Удмуртской Республики выявлены важнейшие проблемы цифровой трансформации обрабатывающей промышленности, в числе которых: сложность выбора продуктивных цифровых решений, предлагаемых отечественными разработчиками, ввиду их многообразия и недостаточной положительной практики применения; запрет на использование программ, не включенных в Единый реестр; сложность адаптации их к производственным процессам в связи нехваткой финансирования, недостаточной квалификацией персонала предприятий; отток IT-специалистов в IT-компаниях. Автором предложены рекомендации по устранению этих проблем. Результаты исследования могут быть использованы органами власти для внесения изменений в действующие стратегические документы субъектов РФ, а также разработки новых.
The article examines the features of the digital transformation of the manufacturing industry in the Russian Federation, as well as the challenges faced by domestic manufacturers. The relevance of the study is due to the fact that with increasing pressure from Western countries and the United States, there is an urgent need for import substitution of digital products with domestic analogues. The course for the digitalization of industry in Russia was set even before the start of the special military operation, but its pace desires the best. To accelerate it, ensure information security and increase the pace of innovative and technological development, it is necessary to identify the reasons for lagging behind the set course. Through the analysis of strategic documents, priority areas of digitalization are identified. The advantages for the regions caused by the processes of digitalization are substantiated. Using the example of the Udmurt Republic, the most important problems of digital transformation of the manufacturing industry are identified, including: the difficulty of choosing productive digital solutions offered by domestic developers, due to their diversity and insufficient positive application practices; a ban on the use of programs not included in the Unified Register; the difficulty of adapting them to production processes due to lack of funding, insufficient staff qualifications enterprises; outflow of IT specialists to IT companies. The author also offers recommendations on how to eliminate these problems. The results of the study can be used by the authorities to make changes to the existing strategic documents of the subjects of the Russian Federation, as well as to develop new ones.
