Статья посвящена вопросам развития населенных пунктов в пределах особо охраняемых природных территорий (ООПТ) Северо-Западного макрорегиона России. Актуальность исследования продиктована необходимостью поиска инструментов и решений градостроительного развития таких населенных пунктов для их сбалансированного сосуществования и совместного развития с особо охраняемыми природными территориями. В исследовании рассмотрены порядка 800 населенных пунктов, находящиеся в границах 69 государственных природных заповедников и заказников, национальных и природных парков, памятников природы Северо-Западного макрорегиона России (при этом они могут быть как включены, так и исключены из их границ). В результате исследования сформулирован ряд проблем совместного развития населенных пунктов и особо охраняемых природных территорий; изучены особенности их правового регулирования и режимы особой охраны различных категорий особо охраняемых природных территорий; выявлены закономерности наличия транспортной и социальной инфраструктуры в зависимости от категории ООПТ. Выдвинуто предположение, что решением градостроительного развития населенных пунктов, учитывающим сохранение баланса с природоохранными целями особо охраняемых природных территорий должна стать разработка специальных регламентов. Необходим дальнейший поиск правовых подходов к исключенным населенным пунктам из границ ООПТ, но фактически находящихся в пределах охранной территории. Применение меры обязательного зонирования всех категорий ООПТ позволит разделить территорию на сегменты с различным уровнем допустимого антропогенного воздействия на окружающую природу.
The article is devoted to the development of settlements within specially protected natural areas (SPNA) The Northwestern macroregion of Russia. The importance of the study is dictated by the necessity of searching for tools and solutions for the urban development of such settlements for their balanced coexistence and joint development with specially protected natural areas. The study examines about 800 settlements located within the boundaries of 69 state nature reserves and sanctuaries, national and natural parks, natural monuments of the Northwestern macroregion of Russia (at the same time, they can be either included or excluded from their borders). As a result of the study, a number of problems of the joint development of settlements and specially protected natural areas were formulated; the features of their legal regulation and special protection regimes of various categories of specially protected natural areas were studied; patterns of the availability of transport and social infrastructure depending on the category of protected areas were revealed. It has been suggested that the development of special rules should be the solution to the urban development of settlements, taking into account the preservation of balance with the environmental objectives of specially protected natural areas. It is necessary to further search for legal approaches to excluded settlements from the boundaries of SPNA, but actually located within the SPNA. The application of mandatory zoning measures for all categories of protected areas will allow dividing the territory into segments with different levels of permissible anthropogenic impact on the environment.
