В данной работе была проведена попытка оценки масштабов теневой экономики в контексте влияния на экономическую безопасность банковской системы России. Автором были изучены основные существующие методики оценки оттока капитала. Первой была применена методика А.С. Булатова, основанная на суммировании непоступления экспортной выручки, непоступления товаров и услуг в счет погашения импортных авансов, чистых ошибок и пропусков. Далее был рассмотрен метод валютных резервов, в основе которого лежит анализ только указанного показателя, а именно изменения валютных резервов Банка России. Одной из наиболее популярных методик оценки оттока капитала является методика С. Эрбе, которая используется в расчетах Всемирного банка. В данной работе были отмечены недостатки указанной методики, а также предоставлены положения в пользу того, что методика С. Эрбе является наиболее подходящей для анализа ситуации в развивающихся странах, но не в развитых. Автором было выявлено, что несоответствие результатов оттока капитала в зависимости от примененных методик связано с тем, что разные методики включают в себя различные позиции платежного баланса в неодинаковых пропорциях, могут использовать данные других источников, а также с тем, что информационная база для расчета анализируемого показателя в настоящее время не совершенна, что приводит к произвольным пересчетам и корректировкам показателей в процессе расчетов. На основе проанализированных методик был разработан авторский подход к анализу оттока капитала, в котором были учтены сильные и слабые стороны существующих методик.
In this paper, an attempt was made to assess the scale of the shadow economy in the context of the impact on the economic security of the Russian banking system. The author studied the main existing methods for assessing capital outflow. The first method was applied by A.S. Bulatov, based on the summation of non-receipt of export earnings, non-receipt of goods and services on account of repayment of import advances, net errors and omissions. Further, the method of foreign exchange reserves was considered, which is based on the analysis of only the indicated indicator, namely, changes in the foreign exchange reserves of the Bank of Russia. One of the most popular methods for estimating capital outflow is the S. Erbe method, which is used in the calculations of the World Bank. In this work, the shortcomings of this methodology were noted, and provisions were provided in favor of the fact that the S. Erbe method is the most suitable for analyzing the situation in developing countries, but not in developed ones. The author found that the discrepancy between the results of capital outflow, depending on the methods used, is due to the fact that different methods include different positions of the balance of payments in unequal proportions, they can use data from other sources, and also because the information base for calculating the analyzed indicator is currently not perfect, which leads to arbitrary recalculations and adjustments of indicators in the calculation process. Based on the analyzed methods, an author's approach to the analysis of capital outflow was developed, which took into account the strengths and weaknesses of existing methods.
