В статье рассматривается динамика удовлетворенности населения России медицинскими услугами с начала пандемии новой коронавирусной инфекции. Отмечается, что именно с её началом актуализировались конфликты между всеми субъектами процесса оказания медицинских услуг, в частности, в системе обязательного медицинского страхования. Автор в статье исследует причины усугубления конфликтогенности с широким привлечением статистических материалов открытого доступа, а также формирует концепцию нормализации ситуации. Особое внимание уделено изучению мотивов развития конфликтов между медицинским персоналом и пациентами, а также причин, оказывающих негативное влияние на уровень удовлетворенности населения оказанными медицинскими услугами. Наиболее значимыми для пациентов обозначены следующие причины: проблемы деонтологического характера; кадровый дефицит, особенно актуализированный в первичном звене здравоохранения; длительные сроки ожидания стационарного лечения; сложность записи на амбулаторный прием; диссонанс между ожиданиями пациента и качеством оказанных услуг; высокая загруженность медицинского персонала. Выявлено, что уровень удовлетворенности медицинской помощью в стационарных условиях существенно превышает аналогичный показатель в амбулаторном звене здравоохранения. Доказана обратная корреляционная связь между уровнем удовлетворенности и динамикой конфликтов в сфере здравоохранения — чем ниже уровень удовлетворенности, тем выше уровень конфликтов. В частности, автор приходит к выводу о том, что решение накопившихся проблем и кардинальное сокращение конфликтов между всеми субъектами медицинской сферы возможно только при комплексном подходе. Безусловно, что в этом процессе должны участвовать органы высшей государственной власти России и все гражданское общество.
The article examines the dynamics of satisfaction of the Russian population with medical services since the start of the pandemic of a new coronavirus infection. It is emphasized that with the onset of the pandemic, conflicts between all subjects of the process of providing medical services have intensified, in particular in the compulsory medical insurance system. The author in the article explores the causes of the aggravation of conflictogenicity with the broad involvement of open-access statistical materials, and also forms the concept of normalization of the situation. Special attention is paid to the study of the motives for the development of conflicts between medical personnel and patients, as well as the reasons that have a negative impact on the level of satisfaction of the population with the medical services provided. The following reasons are identified as the most significant for patients: problems of a deontological nature; personnel shortage, especially actualized in primary health care; long waiting times for inpatient treatment; difficulty in making an outpatient appointment; dissonance between the patient's expectations and the quality of services provided; high workload of medical personnel. It was revealed that the level of satisfaction with medical care in inpatient conditions significantly exceeds the same indicator in outpatient healthcare. The inverse correlation between the level of satisfaction and the dynamics of conflicts in the healthcare sector has been proved — the lower the level of satisfaction, the higher the level of conflicts. In particular, the author comes to the conclusion that the solution of the accumulated problems and the radical reduction of conflicts between all subjects of the medical sphere is possible only with an integrated approach. It goes without saying that Russia's highest state authorities and all civil society should be involved in this process.
