В статье рассматривается сущность кластерного подхода и понятие, цели и признаки формирования агропромышленного кластера, преимущества реализации кластерного механизма в агропромышленном комплексе России. Выявлены особенности реализации кластерного механизма в агропромышленном комплексе России, а также проблемы и перспективы его реализации в современных условиях. Проведенное исследование позволило выявить следующие особенности реализации кластерного механизма в агропромышленном комплексе России: специфическая модель организации агропромышленного кластера, когда сельскохозяйственные предприятия концентрируются вокруг перерабатывающего; высокая степень вмешательства государства в деятельность агропромышленных кластеров; низкая эколого-социальная ориентированность предприятий, входящих в агропромышленный кластер, неэкологичное землепользование. Наличие особенностей реализации кластерного механизма в агропромышленном комплексе России сопряжено с существованием некоторых проблем. Среди них были выделены: отсутствие четкого понимания сущности кластера и его признаков, формальный подход к построению структуры кластера и отсутствие эффективных взаимоотношений между участниками, противоречивость кластерного механизма в различных регионах в сопоставлении с государственными программами поддержки. Для решения данных проблем были предложены меры, которые будут способствовать повышению инновационности и эффективности деятельности агропромышленных кластеров в России: развитие концепции применения инновационных цифровых технологий в деятельности агропромышленных кластеров, применение специализированных цифровых платформ совместных мероприятий участников кластера, совершенствование нормативно-правового законодательства в области государственного регулирования агропромышленных кластеров с учетом потребностей регионов, популяризация и стимулирование со стороны государства эколого-ориентированного подхода к формированию агропромышленных кластеров, расширение деятельности агропромышленных кластеров путем включения в международное сотрудничество с компаниями, которые обладают более современными технологиями, носящими инновационный характер, укрепление международного сотрудничества в сфере эко-технологий.
The article discusses the essence of the cluster approach and the concept, goals and signs of the formation of an agro-industrial cluster, the advantages of implementing a cluster mechanism in the agro-industrial complex of Russia. The features of the implementation of the cluster mechanism in the agro-industrial complex of Russia, as well as the problems and prospects of its implementation in modern conditions are revealed. The conducted research revealed the following features of the implementation of the cluster mechanism in the agro-industrial complex of Russia: a specific model of the organization of an agro-industrial cluster, when agricultural enterprises are concentrated around the processing; a high degree of state intervention in the activities of agro-industrial clusters; low ecological and social orientation of enterprises included in the agro-industrial cluster, non-ecological land use. The presence of features of the implementation of the cluster mechanism in the agro-industrial complex of Russia is associated with the existence of some problems. Among them were highlighted: the lack of a clear understanding of the essence of the cluster and its features, a formal approach to building the cluster structure and the lack of effective relationships between participants, the inconsistency of the cluster mechanism in different regions in comparison with state support programs. To solve these problems, measures have been proposed that will contribute to increasing the innovativeness and efficiency of agro-industrial clusters in Russia: the development of the concept of the use of innovative digital technologies in the activities of agro-industrial clusters, the use of specialized digital platforms for joint activities of cluster participants, the improvement of regulatory legislation in the field of state regulation of agro-industrial clusters, taking into account the needs of the regions, popularization and stimulation by the state of an eco-oriented approach to the formation of agro-industrial clusters, expansion of the activities of agro-industrial clusters by including in international cooperation with companies that have more modern technologies of an innovative nature, strengthening international cooperation in the field of eco-technologies.
