В современном мире инновации играют ключевую роль в успехе бизнеса и повышении международной конкурентоспособности стран. Однако уровень инновационной активности в России значительно ниже, чем в развитых странах, таких как США, Европа, Япония и Китай. Инновационная активность включает инвестиции, исследования и разработки, а также другие расходы, связанные с инновациями, и может быть определена как инвестирование в будущее. Существует множество методик оценки инновационной активности, но нет общепринятой методологии для промышленных компаний. Анализ существующих подходов и разработка комплексной методики оценки инновационной активности промышленных компаний являются актуальными задачами. Среди методов оценки выделяются финансовые показатели, такие как выручка и рыночная капитализация, а также доля вложений в исследования и разработки. Европейское табло инноваций (EIS) и Индекс технологических достижений (TAI) представляют собой сложные системы измерения, подходящие для оценки на уровне регионов или стран. Важную роль в стимулировании инновационной активности играют национальная экономическая политика и меры государственной поддержки, такие как налоговые льготы и целевое субсидирование. Для повышения инновационной активности предлагается создание инновационных платформ и кластеров, которые объединяют разработчиков и производителей инноваций. Эти платформы могут ускорить разработку и снизить затраты на производство новых продуктов. Однако создание таких платформ сопряжено с трудностями, связанными с отсутствием общей модели их развития. Основные гипотезы исследования включают использование затрат на НИОКР и количество инновационных товаров в качестве факторов оценки инновационной активности.
The research is devoted to the management and stimulation of innovation activity with an emphasis on the regional aspect. In the modern world, innovation plays a key role in the success of business and increasing the international competitiveness of countries. However, the level of innovation activity in Russia is significantly lower than in developed countries such as the USA, Europe, Japan and China. Innovation activity includes investments, research and development, as well as other costs associated with innovation, and can be defined as investing in the future. There are many methods for evaluating innovation activity, but there is no generally accepted methodology for industrial companies. The analysis of existing approaches and the development of a comprehensive methodology for assessing the innovative activity of industrial companies are urgent tasks. Among the valuation methods, financial indicators such as revenue and market capitalization, as well as the share of investments in research and development, are highlighted. The European Innovation Scoreboard (EIS) and the Technological Achievement Index (TAI) are sophisticated measurement systems suitable for evaluation at the regional or country level. National economic policy and government support measures, such as tax incentives and targeted subsidies, play an important role in stimulating innovation activity. To increase innovation activity, it is proposed to create innovative platforms and clusters that bring together developers and manufacturers of innovations. These platforms can accelerate the development and reduce the cost of manufacturing new products. However, the creation of such platforms is fraught with difficulties due to the lack of a common model for their development. The main hypotheses of the study include the use of R&D costs and the number of innovative products as factors for evaluating innovation activity.
