Формирование нового миропорядка и перестройка сложившейся системы экономических отношений, как показывает история развития мировой экономики, сопровождается глобальными системными кризисами, приводящими к кардинальной перестройке геополитической структуры, принципов экономической и социально-политической организации общества и смене стран-мировых лидеров. Cанкции исследуются автором как следствие процессов формирования нового миропорядка и стремления ограниченного ряда стран сохранить свое доминирование в мировой экономике. Понимание природы санкций в данном контексте имеет огромное значение для международной безопасности и национальной безопасности Российской Федерации. Цель исследования заключается в выявлении ключевых особенностей текущей трансформации модели мирового хозяйства, определении характера влияния структурных диспропорций в мировой экономике на уровень экономической безопасности Российской Федерации. В работе получены следующие результаты: проведена оценка влияния санкций на экономическую политику и уровень экономической безопасности Российской Федерации, а также идентификацию ключевых рисков, связанных с введением антироссийских санкций; выполнен анализ пространственного распределения мирового потребления, товарооборота и мирового капитала в системе глобальной экономики и выявлены ключевые структурные дисбалансы мировой экономики; обоснована авторская концепция понимания природы санкций как следствия проявления структурных дисбалансов в мировой экономике в условиях формирования нового миропорядка. Происходящие геополитические процессы и динамичные изменения условий осуществления хозяйственной деятельности как на мировом, так на региональном и локальном уровнях свидетельствуют об объективной необходимости формирования наднациональных институтов регулирования и управления мировой экономикой и разработки новых механизмов обеспечения экономической безопасности.
Relevance. The new world order formation and the existing system of economic relations restructuring, as the history of the development of the world economy shows, accompanied by global systemic crises that lead to a radical restructuring of the geopolitical structure, principles of economic and socio-political organization of society and a change in world leading countries. The author considers sanctions as a consequence of the new world order formation processes and the desire of a limited number of countries to maintain their dominance in the world economy. Understanding the nature of sanctions in this context is of great importance for international security and the national security of the Russian Federation. Objective. dentification of key features of the world economic model current transformation, determination of the nature of the structural imbalances in the world economy mutual influence on the level of national economic security of the Russian Federation. Results. The following results have obtained in the work: an assessment of the impact of sanctions on economic policy and economic security of the Russian Federation has made and the key risks associated with the introduction of anti-Russian sanctions were identified; it was proven that anti-Russian sanctions are a manifestation of a systemic crisis associated with a phase structural transition on a global scale; an analysis of the spatial distribution of global consumption, trade turnover and global capital in the global economy system has performed and key structural imbalances of the global economy have identified; the author's concept of understanding the nature of sanctions as a consequence of the manifestation of structural imbalances in the global economy in the context of the formation of a new world order has substantiated. Conclusions. The ongoing geopolitical processes and dynamic changes in the conditions for the implementation of economic activity, both at the global, regional and local levels, indicate an objective need to form supranational institutions for regulating and managing the global economy and developing new mechanisms for ensuring economic security.
