Цель исследования: выявить проблемы и возможности Северного морского пути для разработки основных направлений его развития. Автором представлена ретроспектива развития Северного морского пути, проведен анализ проблем и возможностей северного транспортно-логистического коридора России, предложены ключевые направления его развития, в ходе работы использованы методы сравнительного анализа и синтеза. Проведен анализ проблем и возможностей развития Северного морского пути. Автором отмечены возможности развития: значительные запасы природных ресурсов в Арктике; глобальное потепление климата, открывающее дополнительные перспективы использования арктических ресурсов; наличие естественной транспортно-логистической системы. Отмечена возможность развития Северного морского пути как международного транспортного коридора. К проблемам можно отнести природно-климатические риски, высокие эксплуатационные расходы и капитальные вложения в развитие инфраструктуры, экологические риски. На основе проведенного анализа сформулированы перспективные направления развития Северного морского пути: разработка и внедрение передовых технологий транспортировки природных ресурсов с учетом природно-климатических особенностей Арктики; модернизация существующей инфраструктуры, введенной в эксплуатацию в период СССР; внедрение цифровых технологий, позволяющих снизить трансакционные издержки грузоперевозок, увеличение объемов внутренних и транзитных грузопотоков по Северному морскому пути; подготовка высококвалифицированных специалистов для работы в условиях Арктики. Выявленные перспективы развития Северного морского пути могут стать предметом взаимодействия России со странами, имеющими стратегические интересы в Арктике.
The purpose of the study: to identify the problems and opportunities of the Northern Sea Route for the development of the main directions of its development. The author presented a retrospective of the development of the Northern Sea Route, analyzed the problems and capabilities of the northern transport and logistics corridor of Russia, proposed key directions for its development, and used methods of comparative analysis and synthesis in the course of the work. Analysis of the problems and opportunities for the development of the Northern Sea Route was carried out. The author noted development opportunities: significant reserves of natural resources in the Arctic; global warming, which opens up additional prospects for the use of Arctic resources; availability of natural transport and logistics system. The possibility of developing the Northern Sea Route as an international transport corridor was noted. The problems include natural and climatic risks, high operating costs and capital investments in infrastructure development, environmental risks. Based on the analysis, promising directions for the development of the Northern Sea Route were formulated: the development and implementation of advanced technologies for transporting natural resources, taking into account the natural and climatic characteristics of the Arctic; modernization of the existing infrastructure commissioned during the USSR period; introduction of digital technologies to reduce the transaction costs of cargo transportation, an increase in the volume of domestic and transit cargo flows along the Northern Sea Route; training of highly qualified specialists to work in the Arctic. The identified prospects for the development of the Northern Sea Route may become the subject of interaction between Russia and countries with strategic interests in the Arctic.
