В работе исследуется возможность развития инвестиционной деятельности в реальном секторе экономики России в условиях санкционного давления и ужесточения денежно-кредитной политики за счет использования механизмов, предусмотренных особенностями таможенного регулирования. Проводится анализ сложившейся ситуации в сфере инвестирования, отмечается нерыночный характер финансирования значительной части проектов, прежде всего, из средств федерального бюджета России. При этом указывается, что более половины инвестиций направлено на завершение уже начатых проектов и достижение целей тактического характера, в то время как на финансирование реализации новых проектов осталось еще меньше источников ввиду роста значения ключевой ставки, ограничивающей кредитование на общих основаниях. В этих условиях и при значительной зависимости от импорта интерес представляет возможность использования таможенных процедур, позволяющих уменьшить или получить освобождение от уплаты таможенных платежей. В первую очередь это — таможенные процедуры, свободная таможенная зона и свободный склад, а также временный ввоз (допуск) и переработки. Воспользовавшись правом заявлять и менять ту или иную таможенную процедуру в соответствии с законодательством Евразийского экономического союза и России, участник ВЭД получает возможность оптимизации расходов. В заключительной части работы сформулированы выводы о необходимости использования возможностей таможенного законодательства ЕАЭС и России в соответствии с целесообразностью и имеющимся потенциалом.
The paper examines the possibility of developing investment activities in the real sector of the Russian economy under the conditions of sanctions pressure and tightening of monetary policy by using mechanisms provided for by the peculiarities of customs regulation. An analysis of the current situation in the investment sphere is carried out, the non-market nature of financing a significant part of the projects is noted, primarily from the federal budget of Russia. At the same time, it is indicated that more than half of the investments are aimed at completing the projects that have already begun and achieving tactical goals, while even fewer sources remain for financing the implementation of new projects due to the growth of the key rate, which limits lending on a general basis. In these conditions and with significant dependence on imports, the possibility of using customs procedures that allow reducing or obtaining an exemption from customs duties is of interest. First of all, these are the customs procedures of a free customs zone and a free warehouse, as well as temporary import (admission) and processing. By using the right to declare and change a particular customs procedure, in accordance with the legislation of the Eurasian Economic Union and Russia, a participant in foreign economic activity gets the opportunity to optimize costs. In the final part of the work, conclusions are formulated on the need to use the capabilities of the customs legislation of the EAEU and Russia in accordance with the feasibility and existing potential, as well as on the confirmation of the hypothesis put forward.
