В статье рассматривается новая методика формирования тарифов на производство и передачу электроэнергии отдельных территорий Дальневосточного федерального округа РФ. Проанализирован рост потребления электроэнергии на отдельных территориях Дальневосточного федерального округа. Рассмотрены сходства и различия расчета цены на мощность по сравнению с тарифом конкурентного отбора мощности новых генерирующих объектов. Показан подход к выявлению дополнительной доходности для инвестора, которая позволяет оценить инвестиционные проекты на территории Дальневосточного федерального округа с точки зрения эффективности участника. Установлено, что величина нового тарифа на мощность превышает тариф конкурентного отбора мощности новых генерирующих объектов в среднем на 40 % при оценке за 15 лет. При расчете тарифа на мощность по новой методике инвестор сможет дополнительно получить около 54 млрд руб. за срок действия тарифа. К основным выводам, рассматриваемым в статье, можно отнести: прогнозируемый дефицит мощности в Дальневосточном федеральном округе порождает пристальное внимание к мерам, принимаемым в области регулирования рынка электроэнергетики; развитие территорий Дальневосточного федерального округа в рамках реализации социально-экономических программ осложнено низкой эффективностью инвестиционных проектов строительства генерирующих мощностей; использование новых тарифов на мощности позволяет получить дополнительную доходность инвестора; планы по вводам генерирующих мощностей на территории Дальневосточного федерального округа позволят покрыть дефицит мощности.
The article deals with the new methodology of tariff formation for the production and transmission of electricity in some territories of the Far Eastern Federal District of the Russian Federation. The growth of electricity consumption in some territories of the Far Eastern Federal District is analyzed. Similarities and differences of capacity price calculation in comparison with the tariff of competitive capacity selection of new generating facilities are considered. The approach to identification of additional profitability for the investor, which allows to evaluate investment projects on the territory of the Far Eastern Federal District in attention to participant's efficiency, is shown. The value of the new capacity tariff exceeds the tariff of competitive capacity selection of new generating facilities on average by 40 % when assessed over 15 years. When calculating the capacity tariff according to the new methodology, the investor will be able to receive about RUR 54 bln additionally over the term of the tariff. The main conclusions discussed in the article include: the forecasted capacity deficit in the Far Eastern Federal District makes paying atterntion to the measures taken in the field of power market regulation; the development of the Far Eastern Federal District territories within the framework of the implementation of socio-economic programs is complicated by the low efficiency of investment projects for the construction of generating facilities; the use of new capacity tariffs makes it possible to obtain additional investor profitability; existing plans to commission generating capacities in the Far Eastern Federal District will make it possible to cover the capacity deficit.
