<abstract xml:lang="ru">

The presented study reveals the fundamental contradictions in the impact of military spending on the macroeconomic dynamics of states, analyzing the complex balance between the imperatives of national security and the tasks of sustainable socio-economic development. The work demonstrates the dual nature of defense appropriations as a catalyst for technological breakthroughs and a source of structural imbalances in the economic systems of various countries. The scientific novelty of the study lies in the comprehensive analysis of modern transformations of military spending in the context of global geopolitical instability, including a special military operation in Ukraine, escalation of tensions around Taiwan and the intensification of regional conflicts. The authors convincingly substantiate the influence of new forms of military threats — cyber warfare, hybrid attacks, control over the supply chains of rare earth metals — on the transformation of the concept of security and the structure of defense budgets. Of particular practical importance is the analysis of positive externalities of military spending through the prism of stimulating R&D and technological innovation. The authors convincingly show how the DARPA program in the United States ensured the creation of the Internet and GPS technologies, which brought trillions of dollars of added value to the world economy. The study reveals the mechanisms of spill-over effects, when every dollar of military R&D generates 0,6 dollars of added value in the civilian sectors. The study reveals the institutional mechanisms for optimizing military spending through the prism of budget transparency, international cooperation and technological adaptability. An analysis of the Swedish experience of integrating «dual technologies» and the South Korean model of arms exports illustrates the possibilities of transforming defense spending into drivers of economic growth. The work substantiates the need to synthesize security and development through institutional reforms that take into account the long-term environmental and social consequences of military actions. The authors emphasize the relevance of the transition from traditional militarization to the integration of «smart» technologies and international institutions that minimize the transaction costs of conflicts in the context of the formation of a new technological order and climate change.
