В статье проведен анализ учебного процесса в связи с изменениями в системе высшего профессионального образования, определены направления внедрения нового модуля дисциплины «Основы начальной военной подготовки» с учетом формирования универсальных компетенций. Исследование результативности и совершенствования системы образования в финансовом университете при Правительстве РФ показывает не только готовность выпускников к осуществлению профессиональной деятельности, но и определяется социальное и духовное развитие молодежи. Полученные выпускниками универсальные компетенции, наличие активной жизненной и гражданской позиции, определяют ее востребовательность и вовлеченность в международный рынок труда, образования и инновационные технологии. В работе на основе анализа произошедших событий обосновывается вывод, что с началом ВСО на Украине и углублением международных и геополитических системных ограничений развития страны в виде санкций, повышением опасностей внешних угроз коллективного запада под руководством США значение безопасности образовательного пространства неизмеримо возрастает. Автор делает выводы, что современная геополитическая, экономическая ситуации и безопасность государства требуют новых подходов к применению универсальных ключевых компетенций в обучении молодежи в вузах, в том числе по-новому вводимому модулю обучения «Основам военной подготовки». В этих целях необходимо: создавать более ориентированную общую программу для школы и как продолжение для вузов, без повторения школьной тематики; Минобрнауке совместно с Министерством обороны РФ издать единые учебники и учебные материалы, которые должны отражать Стратегию государственной национальной политики в условиях внешних вызовов и угроз; курсы повышения квалификации педагогов по вводимой дисциплине «Основам военной подготовки» при вузах должны иметь не общую, а единую тематическую направленность под строгим контролем министерства образования и науки. В этих целях особое внимание в программе обучения должно уделяться идейному и духовному воспитанию молодежи, историческим ценностям своей Родины. Обосновывать преимущество современной российской модели государственной национальной политики. В образовательные программы вузов должна быть включена универсальная компетенция по противодействию экстремизму, терроризму и коррупционному поведению, с целью освоения студентами твердого знания по нетерпимому отношению к проявлениям экстремизма, терроризма и умения противодействовать им в профессиональной деятельности.
The article analyzes the educational process in connection with changes in the system of higher professional education, determines the directions for the introduction of new modules of the discipline «Fundamentals of Basic Military Training», taking into account the formation of universal competencies. The study of the effectiveness and improvement of the education system at the Financial University under the Government of the Russian Federation shows not only the readiness of graduates to carry out professional activities, but also determines the social and spiritual development of young people. The universal competencies obtained by graduates, the presence of an active life and civic position, determine its relevance and involvement in the international labor market, education and innovative technologies. Based on the analysis of past events, the paper substantiates the conclusion that with the beginning of the WSO in Ukraine and the deepening of international and geopolitical systemic restrictions on the development of the country in the form of sanctions, the increase in the dangers of external threats to the collective West under the leadership of the United States, the importance of the security of the educational space increases immeasurably. The author concludes that the current geopolitical and economic situation and the security of the state require new approaches to the application of universal key competencies in teaching young people in universities, including the newly introduced training module «Fundamentals of Military Training». For these purposes it is necessary: to create a more oriented general program for the school and as a continuation for universities, without repeating the school theme; the Ministry of Education and Science together with the Ministry of Defense of the Russian Federation to publish uniform textbooks and training materials that should reflect the Strategy of the state national policy in the face of external challenges and threats; Refresher courses for teachers in the introduced discipline «Fundamentals of military training» at universities should not have a general, but a single thematic focus under the strict control of the Ministry of Education and Science. To this end, special attention in the curriculum should be given to the ideological and spiritual education of young people, the historical values of their homeland. Justify the advantage of the modern Russian model of state national policy. The educational programs of universities should include universal competence in countering extremism, terrorism and corrupt behavior, with the aim of acquiring solid knowledge by students on an intolerant attitude towards manifestations of extremism, terrorism and the ability to counteract them in their professional activities.
