В основе научно-технологического развития национальной инновационной экосистемы страны лежат достижение технологического суверенитета, переход на инновационно ориентированную модель экономического развития, формирование эффективной коллаборации в области науки, технологий и инноваций, и как следствие, обеспечение устойчивого функционирования и развития национальной производственной системы. Целью научно-технологического развития национальной инновационной экосистемы страны является обеспечение высокого уровня глобальной конкурентоспособности России в мире благодаря наращиванию интеллектуального капитала, определяющего экономическую мощь и безопасность нации. В статье рассматривается несколько групп факторов, определяющих интенсивность научно-технологического развития национальной инновационной экосистемы страны в условиях формирования цифровой экономики и цифровой трансформации промышленности: инструменты, методы, процессы и знания, используемые для создания и трансфера лучших технологий; потенциал технологической модернизации промышленности; финансовое обеспечение научно-технологического развития национальной инновационной экосистемы страны; степень лояльности общества к инновациям; социальный эффект инноваций; качество рабочей силы и человеческий потенциал. Авторами рассмотрены основные направления осуществления деятельности по управлению научно-технологическим развитием национальной инновационной экосистемы страны: развитие человеческого капитала, инновационная инфраструктура и внешняя среда, стратегии кооперации, управление инвестициями, сотрудничество и интеграция. В статье сделаны выводы о необходимости ориентации государственных заказчиков, в первую очередь, на приобретение отечественных технологий. Одновременно с этим целесообразно создавать условия расширения возможностей участия негосударственных компаний в реализации не только перспективных национальных проектов в различных областях экономики и общественной жизни, но и на международном уровне. Крайне важна ориентация на поддержку и стимулирование венчурных форм инвестирования в действующие программы по основным направлениям инновационного развития федерального и регионального уровня.
The scientific and technological development of the national innovation ecosystem of the country is based on the achievement of technological sovereignty, the transition to an innovation-oriented model of economic development, the formation of effective collaboration in the field of science, technology and innovation and, as a result, ensuring the sustainable functioning and development of the national production system. The goal of scientific and technological development of the national innovation ecosystem of the country is to ensure a high level of global competitiveness of Russia in the world by increasing intellectual capital, which determines the economic power and security of the nation. The article considers several groups of factors determining the intensity of scientific and technological development of the national innovation ecosystem of the country in the context of the formation of the digital economy and digital transformation of industry: tools, methods, processes and knowledge used to create and transfer the best technologies; the potential of technological modernization of industry; financial support for scientific and technological development of the national innovation ecosystem of the country; the degree of the loyalty of society to innovation; the social effect of innovation; the quality of the workforce and human potential. The main directions of implementation of activities for the management of scientific and technological development of the national innovation ecosystem of the country are considered: human capital development, innovative infrastructure and the external environment, cooperation strategies, investment management, cooperation and integration. The article draws conclusions about the need to focus government customers, first of all, on the acquisition of domestic technologies. At the same time, it is advisable to create conditions for expanding the opportunities for non-state companies to participate in the implementation of not only promising national projects in various fields of economics and public life, but also at the international level. It is extremely important to focus on supporting and stimulating venture forms of investment in existing programs in the main areas of innovative development at the federal and regional levels.
