<abstract xml:lang="ru">

      <trans-abstract xml:lang="en">

The article analyzes the role of intra-industry firm heterogeneity in shaping sectoral responses to external shocks. At the core of the discussion is Marc Melitz’s theory of heterogeneous firms, which explains how differences in productivity determine firms’ participation in international trade and influence both firm-level and sector-wide responses to external changes. The analysis shows that exchange-rate and trade-policy shocks affect firms in a differentiated way: highly productive firms, endowed with a «margin buffer» and access to imported inputs, adjust differently compared to low-productivity firms. The magnitude of the selection effect is also closely linked to the distribution of firms within the industry. Particular attention is given to the «international elasticity puzzle», which refers to the persistent discrepancy across studies in the estimated elasticity of substitution between domestic and foreign goods (the Armington assumption) obtained through different empirical approaches. It is demonstrated that modern international trade models can only partially account for this puzzle. The proposed explanations focus on the transition of firms from static to dynamic optimization through investments in customer bases, which introduces behavioral inertia and leads to differing short- and long-term responses. The paper concludes that incorporating firm heterogeneity and the nature of external shocks is essential for accurate modeling of sectoral responses to external disturbances.
