Автор данного исследования рассматривает проблематику влияния состояния мировой экономика на возможности стран обеспечения прав и свобод человека. Для этих целей автором было проведено статистическое сравнение данных об экономическом развитии государств и их показателей в Индексе свободы человека, составляемого коллективом зарубежных ученных. Полученные данные после сравнения показывают, что экономическое развитие напрямую влияет на уровень прав и свобод человека, в том числе в части возможности их обеспечить. Во время кризисов мировой экономики понижается уровень обеспечения не только экономических прав и свобод человека, но также и личностные. Были приведены примеры так называемых развивающихся стран, и при этом было отмечено, что не всегда экономическое развитие страны ведет к развитию институтов прав и свобод человека. Автор полагает, что в большинстве случаев экономическое развитие ведет к улучшению уровня обеспечения прав человека, однако в условиях экстрактивных институтов можно добиваться высокого уровня развития экономики и без высокого уровня прав и свобод человека, но это будет лишь временный эффект. Автор предлагает в качестве меры противодействия понижения обеспечения уровня прав и свобод человека во время кризисов создать резервные фонды для финансирования некоммерческих организаций в сфере прав человека, а также для финансирования мероприятий по правовому просвещению населения относительно вопросов прав и свобод человека. Предполагается, что такие резервные фонды могут повысить уровень развития гражданского общества и в том числе содействовать стабилизации экономического развития государства.
The author of this study examines the problems of the impact of the state of the world economy on the ability of countries to ensure human rights and freedoms. For these purposes, the author carried out a statistical comparison of data on the economic development of states and their indicators in the Human Freedom Index, compiled by a team of foreign scientists. The data obtained after comparison show that economic development directly affects the level of human rights and freedoms, including in terms of the ability to ensure them. During crises of the world economy, the level of ensuring not only economic rights and freedoms of a person, but also personal ones decreases. Examples were given of the so-called developing countries, and it was noted that not always the economic development of the country leads to the development of institutions of human rights and freedoms. The author believes that in most cases economic development leads to an improvement in the level of human rights, however, in the context of extractive institutions, it is possible to achieve a high level of economic development without a high level of human rights and freedoms, but this will only be a temporary effect. The author proposes, as a countermeasure against lowering the level of human rights and freedoms during crises, to create reserve funds to finance non-profit organizations in the field of human rights, as well as to finance activities for the legal education of the population on human rights and freedoms. It is assumed that such reserve funds can increase the level of development of civil society and, among other things, contribute to the stabilization of the economic development of the state.
