Статья является частью диссертационного исследования автора. Целью исследования является формирование подхода к стратегическому планированию в наукоемких дочерних обществах нефтегазовых компаний. Для достижения цели применены методы анализа и синтеза, аналогии, сравнения, экспертных оценок, а также инструменты стратегического планирования, методы партисипации и социально-экономического прогнозирования, методы исследования социально-управленческих взаимодействий. В рамках исследования систематизированы тенденции и факторы, влияющие на развитие нефтегазовых компаний, на основе которых выявлены особенности и расширены принципы стратегического планирования. Далее определены условия целесообразности применения инструментов стратегического планирования на основе партисипации в наукоемких дочерних обществах нефтегазовых компаний. Предложен и обоснован метод обеспечения согласованного стратегического планирования, разработана модель реализации процессов стратегического планирования в наукоемких дочерних обществах на основе партисипации в интересах развития нефтегазовых компаний. Результатом исследования является новый подход к стратегическому планированию, позволяющий обеспечить научно-методическую поддержку стратегического планирования развития наукоемких дочерних обществ нефтегазовых компаний в современных условиях, способствовать их дальнейшему развитию. Предложенный подход соответствует новым сформировавшимся условиям ведения бизнеса, в которых действуют нефтегазовые компании, адаптирован к трендам и изменениям, происходящим в экономике и социальной сфере России, способствует достижению стратегических целей развития нефтегазовых компаний и содействует формированию конкурентных преимуществ. Актуальность исследования подтверждается тем, что, несмотря на наличие научных исследований в областях, связанных с объектом и предметом исследования, они не позволяют в полной мере обеспечить научно-методическую поддержку стратегического планирования развития наукоемких дочерних обществ нефтегазовых компаний в современных условиях.
The purpose of the study is to form an approach to strategic planning in the science-intensive subsidiaries of oil and gas companies. To achieve the goal the author had used methods of analysis and synthesis, analogy, comparison, expert assessments, as well as strategic planning tools, methods of participation and socio-economic forecasting, methods of research of socio-managerial interactions. As a part of the research, the trends and factors influencing the development of oil and gas companies are systematized, and on this basis the features of strategic planning of their science-intensive subsidiaries are revealed. The author has expanded the principles of strategic planning in science-intensive subsidiaries of oil and gas companies. Further, the author has determined the conditions for the expediency of using strategic planning tools based on participation in science-intensive subsidiaries of oil and gas companies. The author has also proposed and justified a method of ensuring coordinated strategic planning. Finally, the author has developed a model for the implementation of strategic planning processes based on participation in science-intensive subsidiaries in the interests of the oil and gas companies’ development. A new approach to strategic planning is the result of the research; this approach allows providing scientific and methodological support for strategic planning of the science-intensive subsidiaries of oil and gas companies’ development in modern conditions. The proposed approach makes it possible to meet the new business conditions, in which oil and gas companies operate. It is adapted to trends and changes taking place in the Russian economy and social sphere. Furthermore, it contributes to the achievement of strategic development goals of oil and gas companies, and contributes to the formation of competitive advantages. The relevance of the study is confirmed by the fact that, despite the availability of scientific research in areas related to the object and subject of the study, they do not fully provide scientific and methodological support for the strategic planning of the development of science-intensive subsidiaries of oil and gas companies in modern conditions.
