Авторы статьи исследуют зависимость институтов модернизации основного капитала от императивов данного процесса в новой экономической реальности как особом фазовом состоянии в развитии капиталистического способа производства. Влияние сил спецификации, характерных для фазы новой реальности, развитие институциональных соглашений участников модернизации основного капитала обусловлено формированием рациональных форм поведения и статусов субъектов этого процесса, его императивами в новой экономической реальности. На основе эффективного комбинирования познавательных возможностей системного и институционального подходов авторами раскрыта зависимость институтов процесса модернизации основного капитала на всех трех уровнях их формирования (нормы институциональной среды; институциональные соглашения; статусы и институции участников) от императивов данного процесса в новой экономической реальности. В фокусе исследования — уровень институциональных соглашений участников модернизации основного капитала, нетривиальные решения, определяющие качество рыночных связей в новых реалиях. На всех трех уровнях институционального упорядочивания процесса модернизации основного капитала российской экономики определяющую роль играют императивы протекания указанного выше процесса. В статье показано, что из двух возможных институциональных режимов модернизации основного капитала (режима обеспечения устойчивого развития, переключающегося режима репродукции основного капитала) в специфических условиях развития российской экономики приоритетным становится переключающийся режим репродукции указанного капитала. На уровне институциональных контрактов субъектов модернизации основного капитала определяющую роль играют силы спецификации, обеспечивающие систематизацию рыночных связей и развитие кластерного механизма модернизации основного капитала. Авторами статьи разработаны практические рекомендации по институциональному упорядочиванию модернизации основного капитала в условиях новой экономической реальности.
The authors of the article examine the dependence of the institutions of modernization of fixed capital on the imperatives of this process in the new economic reality as a special phase state in the development of the capitalist mode of production. The influence of the forces of specification characteristic of the phase of the new reality, the development of institutional agreements of participants in the modernization of fixed assets, is due to the formation of rational forms of behavior and statuses of the subjects of this process, its imperatives in the new economic reality. Based on an effective combination of the cognitive capabilities of systemic and institutional approaches, the authors reveal the dependence of the institutions of the process of modernization of fixed assets at all three levels of their formation (norms of the institutional environment; institutional agreements; statuses and institutions of participants) on the imperatives of this process in the new economic reality. The research focuses on the level of institutional agreements of participants in the modernization of fixed assets, non-trivial decisions that determine the quality of market relations in the new realities. At all three levels of institutional streamlining of the process of modernization of the fixed capital of the Russian economy, the imperatives of the above-mentioned process play a decisive role. The article shows that of the two possible institutional modes of modernization of fixed assets (the mode of ensuring sustainable development, the switching mode of reproduction of fixed assets) in the specific conditions of the development of the Russian economy, the switching mode of reproduction of the specified capital becomes a priority. At the level of institutional contracts for the modernization of fixed assets, the forces of specification play a decisive role, ensuring the systematization of market relations and the development of a cluster mechanism for the modernization of fixed assets. The authors of the article have developed practical recommendations on the institutional streamlining of the modernization of fixed assets in the new economic reality.
