В данной работе осуществляется обзор основополагающих правовых документов, которые определяют векторы пространственного развития в Российской Федерации. Основное внимание уделяется изучению законов, устанавливающих рамки для планирования территорий, строительства и использования земель. В статье подробно рассмотрены правовые основы, управленческие аспекты и инструменты, используемые для регулирования использования земли, строительной деятельности, защиты природы, а также для поддержки развития инфраструктуры и повышения социально-экономического уровня регионов. Исследование охватывает как федеральные законодательные акты, так и правовые инициативы, принятые на уровне субъектов Федерации и муниципалитетов, которые способствуют координированному пространственному развитию на всех уровнях административного управления. Рассматриваются возможности и недостатки нынешней законодательной основы, касающейся размещения территорий и их развития, а также выделяются конфликты и сложности, возникающие в процессе ее исполнения. Анализируя эффективность уже существующих подходов, автор подчеркивает ключевые препятствия и недоработки, мешающие нормальному функционированию управления в этой сфере. Предлагаются пути совершенствования текущих практик, опираясь на анализ иностранных моделей в данной области. Цель данного анализа заключается не только в оценке состояния действующих законодательных аспектов, но и в формулировании конкретных предложений для улучшения стратегий, что, в свою очередь, способствует экономическому и социальному росту национальной экономики. В статье формулируются предложения по улучшению законодательной базы, которая регулирует пространственное развитие в Российской Федерации, с целью увеличения её эффективности и созданию оптимальных условий для последовательного и сбалансированного развития регионов.
This paper reviews the fundamental legal documents that determine the vectors of spatial development in the Russian Federation. The focus is on the study of laws that establish the framework for spatial planning, construction and land use. The article examines in detail the legal framework, management aspects and tools used to regulate land use, construction activities, nature protection, as well as to support infrastructure development and improve the socio-economic level of regions. The study covers both federal legislative acts and legal initiatives adopted at the level of constituent entities of the Federation and municipalities, which contribute to coordinated spatial development at all levels of administrative management. The possibilities and shortcomings of the current legislative framework regarding the placement of territories and their development are examined, and the conflicts and difficulties that arise in the process of its implementation are highlighted. Analyzing the effectiveness of existing approaches, the author highlights the key obstacles and shortcomings that interfere with the normal functioning of management in this area. Ways to improve current practices are proposed, based on an analysis of foreign models in this area. The purpose of this analysis is not only to assess the state of current legislative aspects, but also to formulate specific proposals for improving strategies, which, in turn, contributes to the economic and social growth of the national economy. The article formulates proposals for improving the legislative framework that regulates spatial development in the Russian Federation, in order to increase its effectiveness and create optimal conditions for the consistent and balanced development of regions.
