Эмпирическое подтверждение новой институциональной экономической теории является важным этапом в ее дальнейшем развитии. Многие институты изменяются не просто за годы, а за десятилетия, поэтому возможность рассмотреть изменение института и возникшую институциональную ловушку в нем, а также проверить результаты исследования в краткосрочной перспективе — редкий и воодушевляющий исследователя случай. В статье проводится исследование оппортунистического поведения индивидов и организаций при проведении реформы в автотранспортной отрасли в рамках национальной программы «Цифровая экономика», подчеркивается системообразующая роль отрасли для национальной экономики. Оппортунистическое поведение определяется как один из факторов возникновения институциональных ловушек, приводящих к угрозам экономической безопасности и формирующих инерцию в отрасли. Предлагается уточненное определение институциональной ловушки, учитывающее национальные приоритеты и раскрывающее влияние на цели Стратегии национальной безопасности. В ходе исследования выявлены отклоняющиеся траектории, препятствующие достижению поставленных целей. Выявлены три парадокса институциональных ловушек, детерминирующих действия организаций и индивидов при взаимодействии с новыми формальными ограничениями. Решение парадоксов позволит авторам реформы определить комплекс корректирующих действий для выхода из ловушки предшествующего развития, с учетом стремления к максимизации прибыли со стороны организаций и максимизации полезности со стороны индивидов, то есть с сохранением баланса экономических интересов агентов и государства. Также предлагается рассмотреть логистические услуги как опекаемое благо на основании их влияния на национальные приоритеты и обеспечение благосостояния общества с целью предотвращения наступления угроз экономической безопасности.
Empirical confirmation of the new institutional economic theory is an important stage in its further development. Many institutions change not just over the years, but over the decades, so the opportunity to consider the change in an institution and the institutional trap that has arisen in it, as well as to verify the results of research in the short term, is a rare and inspiring case for a researcher. The article examines the opportunistic behavior of individuals and organizations during the reform of the automotive industry within the framework of the national program «Digital Economy», emphasizing the system-forming role of the industry for the national economy. Opportunistic behavior is defined as one of the factors in the emergence of institutional traps that lead to threats to economic security and create inertia in the industry. A refined definition of the institutional trap is proposed, taking into account national priorities and revealing the impact on the goals of the National Security Strategy. In the course of the study, deviating trajectories were identified that hinder the achievement of set goals. Three paradoxes of institutional traps have been identified that determine the actions of organizations and individuals when interacting with new formal constraints. Solving the paradoxes will allow the authors of the reform to identify a set of corrective actions to overcome the trap of previous development, taking into account the desire to maximize profits on the part of organizations and maximize utility on the part of individuals, that is, while maintaining a balance between the economic interests of agents and the state. It is also proposed to consider logistics services as a protected benefit based on their impact on national priorities and ensuring the well-being of society in order to prevent the onset of threats to economic security.
