Российская Федерация столкнулась с изменениями в транспортно-логистической системе грузоперевозок, вызванными введенными санкциями, что привело к необходимости развития морских портов. В статье представлены государственные нормативные акты, касающиеся стратегических приоритетов РФ в развитии морских портов за счет нового строительства портовых мощностей до 2030 г. На основании анализа нормативных документов выделены подтверждается актуальность темы исследования, связанная с организацией и управлением строительством объектов современной морской портовой инфраструктуры. Для достижения поставленных целей исследования авторами статьи было рассмотрено понятие морской портовой инфраструктуры, подчеркнута востребованность морского транспорта с 2022 года, представлена география морских портов с учетом новых строительных проектов, выделены классификационные признаки и конструктивные особенности объектов морской портовой инфраструктуры, а также особенности управления инвестиционно-строительными проектами в этой сфере строительства. В ходе исследования особенностей управления современными инвестиционно-строительными проектами морской портовой инфраструктуры подчеркнута важность эффективной системы управления, способствующей оперативному реагированию на проблемы с целью их минимизации. Особое внимание уделено рассмотрению недостатков традиционной системы управления проектами, преобладающей в организациях, деятельность которых связана с возведением сложных и крупномасштабных объектов морской портовой инфраструктуры. В завершении исследования была рассмотрена методология управления с описанием ключевых аспектов, которая является более эффективной системой по сравнению с традиционной.
The Russian Federation is faced with changes in the transport and logistics system of cargo transportation caused by the imposed sanctions, which led to the need for the development of seaports. The article presents state regulations concerning the strategic priorities of the Russian Federation in the development of seaports through the new construction of port facilities until 2030. Based on the analysis of regulatory documents, the relevance of the research topic related to the organization and management of the construction of modern seaport infrastructure facilities is highlighted. To achieve the goals of the study, the authors of the article considered the concept of seaport infrastructure, emphasized the demand for maritime transport from 2022, presented the geography of seaports taking into account new construction projects, highlighted the classification features and design features of seaport infrastructure facilities, as well as the features of managing investment and construction projects in this field of construction. During the study of the management features of modern investment and construction projects of the seaport infrastructure, the importance of an effective management system that promotes prompt response to problems in order to minimize them was emphasized. Special attention is paid to the shortcomings of the traditional project management system prevailing in organizations whose activities are associated with the construction of complex and large-scale facilities of the seaport infrastructure. At the end of the study, the management methodology was considered with a description of key aspects, which is a more effective system compared to the traditional one.
