<abstract xml:lang="ru">

      <trans-abstract xml:lang="en">

The study provides a comprehensive analysis of mechanisms and practices of public-private partnerships in transport infrastructure development through the lens of international experience and Russian specifics. The research examines the evolution of conceptual approaches to state-business partnership, analyzes the experience of leading world economies, and identifies key success factors and typical risks of implementing concession projects in the transport sector. An integrative model for assessing the effectiveness of public-private partnership mechanisms has been developed, taking into account the specifics of the transport sector and allowing for the evaluation of long-term socio-economic effects. The study reveals that countries with strong legal institutions and reliable investor protection demonstrate significantly higher indicators of private capital attraction to infrastructure. The scenario analysis of public-private partnership development in Russia until 2040 shows that the implementation of the optimistic scenario could ensure the attraction of up to 29 trillion rubles of investments and save at least 11 trillion rubles of budget funds. The scientific novelty lies in the systematization of theoretical approaches and institutional practices of public-private partnerships in transport, identification of critical efficiency factors of various partnership models, and development of a methodological approach to assessing socio-economic effects. The practical significance is determined by the possibility of applying the developed provisions for improving the regulatory framework of public-private partnerships, increasing the investment attractiveness of transport projects, and forming an effective risk management system.
