Исследование посвящено анализу экзогенных и эндогенных ресурсов регионов Российской Федерации, имеющих статус «депрессивных». Актуальность исследования обусловлена необходимостью оптимизации использования эндогенных и экзогенных ресурсов депрессивных регионов в условиях изменяющихся экономических условий. Целью исследования является установление факта влияния эндогенных и экзогенных ресурсов на развитие указанных регионов, для достижения цели использовались методы: анализ, сравнение, обобщение научных исследований и статей, визуализация данных, синтез, ранжирование. Для выявления статуса «депрессивности» регионов РФ использовался метод ранжирования с применением средне-интегрального значения по двум группам показателей с участием валового регионального продукта и уровня жизни населения. В исследовании дается дефиниционная категоризация и приводятся характеристики экзогенных и эндогенных ресурсов, построена ресурсная модель региона с учетом таких категорий ресурсов, как финансовая, человеческая, природная, информационная, инфраструктурная. В результате анализа доли межбюджетных трансфертов в кассовых поступлениях регионов было выявлено влияние экзогенных и эндогенных ресурсов на социально-экономическое жизнеобеспечение регионов с устойчивым статусом «депрессивный». Выявлено, что эффективная эксплуатация эндогенных и экзогенных ресурсов регионов позволяет не только минимизировать мезоэкономические риски, связанные с межстрановым торговым и финансовым взаимодействием, но и способствовать развитию регионов с устойчивым статусом «депрессивный». Также в результате анализа выявлено два тренда: осторожность инвесторов в финансировании проектов государственно-частного партнерства и ключевая роль экзогенных ресурсов в предотвращении кризисов в регионах с устойчивым статусом «депрессивный», в связи с чем именно эти ресурсы могут стать инструментом развития региона.
The study is devoted to the analysis of exogenous and endogenous resources of the regions of the Russian Federation that have the status of «depressed». The relevance of the study is due to the need to optimize the use of endogenous and exogenous resources of depressed regions in changing economic conditions. The purpose of the study is to establish the fact of the influence of endogenous and exogenous resources on the development of these regions, to achieve the goal, the following methods were used: analysis, comparison, generalization of scientific studies and articles, data visualization, synthesis, ranking. To identify the status of «depression» in the regions of the Russian Federation, the method of ranking was used using the average integral value for two groups of indicators with the participation of the gross regional product and the standard of living of the population. The study provides a definitional categorization and provides characteristics of exogenous and endogenous resources, builds a resource model of the region taking into account such categories of resources as financial, human, natural, informational, and infrastructural. As a result of the analysis of the share of interbudgetary transfers in the cash receipts of the regions, the influence of exogenous and endogenous resources on the socio-economic life support of regions with a stable status of «depressed» was revealed. It is revealed that the effective exploitation of endogenous and exogenous resources of the regions allows not only to minimize the mesoeconomic risks associated with intercountry trade and financial interaction, but also to promote thedevelopment of regions with a stable status of «depressed». The analysis also revealed two trends: the cautiousness of investors in financing public-private partnership projects and the key role of exogenous resources in preventing crises in regions with a stable status of «depressed», in connection with which these resources can become a tool for the development of the region.
