Настоящая статья посвящена развитию подходов к определению содержания и оценке долговой устойчивости государства. Актуальность данного исследования обусловлена активным использованием канала государственных заимствований для финансирования расходов федерального бюджета в новых условиях санкционного давления на российскую экономику, геополитической неопределенности и необходимости финансового обеспечения расходных обязательств, связанных с достижением национальных целей развития. В работе раскрываются подходы к определению содержания долговой устойчивости государства. Дана оценка динамики государственного долга Российской Федерации и расходов на его обслуживание за счет средств федерального бюджета, выявлены причины их роста за последние три года. Показаны риски долговой устойчивости в предстоящем бюджетном цикле 2026–2028 гг. Основное внимание уделено анализу долговой устойчивости Российской Федерации и показателям ее оценке. На основе проведенного анализа сформулированы рекомендации по расширению показателей для оценки долговой устойчивости Российской Федерации с учетом сохраняющейся зависимости доходной части федерального бюджета от сырьевой ренты, а также активного использования средств Фонда национального благосостояния для финансирования сверхплановых расходов федерального бюджета и сверхпланового дефицита федерального бюджета. Предложен интегральный показатель, показывающий долговую устойчивость государства в динамике, применение которого в практической работе государственных органов исполнительной власти позволит обеспечить более комплексный подход к оценке долговой устойчивости на федеральном уровне.
This paper is devoted to the development of approaches to determining the content and assessment of the debt sustainability of the state. The relevance of this study is due to the active use of the government borrowing channel to finance federal budget expenditures in the new conditions of sanctions pressure on the Russian economy, geopolitical uncertainty and the need for financial support for expenditure obligations related to the achievement of national development goals. The paper reveals approaches to determining the content of the state debt sustainability of the state. The dynamics of the government debt of the Russian Federation and the costs of servicing it from the federal budget are assessed, and the reasons for their growth over the past three years are identified. The risks of debt sustainability in the upcoming budget cycle of 2026–2028 are shown. The main attention is paid to the analysis of the debt sustainability of the Russian Federation and its assessment indicators. Based on the analysis, recommendations have been formulated to expand indicators for assessing the debt sustainability of the Russian Federation, considering the continued dependence of the federal budget revenue on raw material rents, as well as the active use of funds from the National Welfare Fund to finance over-planned federal budget expenditures and over-planned federal budget deficits. An integral indicator is proposed that shows the debt sustainability of the state in dynamics, the application of which in the practical work of state executive authorities will provide a more comprehensive approach to assessing debt sustainability at the federal level.
