На текущем этапе развития российской государственности вопросы обеспечения национальной безопасности являются особенно актуальными. Это обусловлено целым рядом факторов экономического, политического и геополитического характеров: продолжающейся «горячей» фазой специальной военной операции, санкциями «западных» государств, изоляцией России на международной арене и т. п. В этой связи возрастает роль органов исполнительной власти, обеспечивающих безопасность государства, таких как: Федеральная таможенная служба (ФТС России); Министерство внутренних дел (МВД России); Федеральная служба безопасности РФ (ФСБ России). В статье анализируются особенности взаимодействия государственных органов, задействованных в выявлении и раскрытии противоправных деяний в таможенной сфере — ФТС России, МВД России и ФСБ России. В качестве предмета исследования авторами выбрана совместная деятельность этих органов в особых условиях, а именно — в четырех вновь приятых в состав России субъектах, где противодействие таможенным правонарушениям и преступлениям происходит в ситуации, связанной с продолжающимся доукомплектованием территориальных подразделений указанных органов, регулярными обстрелами, активизацией криминальных элементов, что в совокупности выступает причинами уязвимости вновь установленных таможенных границ России и способно нанести существенный урон экономическим интересам российского государства. В такой осложненной обстановке исключительное значение приобретает взаимодействие соответствующих правоохранительных органов. В статье авторами предлагается усовершенствованная модель взаимодействия ФТС России, МВД России и ФСБ России. Практическое применение предложенной модели будет способствовать обеспечению безопасности должностных лиц таможенных органов.
At the current stage of the development of Russian statehood, the issues of ensuring national security are particularly relevant. This is due to a number of factors of an economic, political and geopolitical nature: the ongoing «hot» phase of a special military operation, sanctions of «Western» states, isolation of Russia in the international arena, etc. In this regard, the role of executive authorities ensuring the security of the state is increasing, such as: the Federal Customs Service (FCS of Russia); the Ministry of Internal Affairs Affairs (Ministry of Internal Affairs of Russia); The Federal Security Service of the Russian Federation (FSB of Russia). In modern conditions, the article analyzes the peculiarities of interaction of state bodies involved in the identification and disclosure of illegal acts in the customs sphere — the FCS of Russia, the Ministry of Internal Affairs of Russia and the FSB of Russia. As the subject of the study, the authors selected the joint activities of these bodies in special conditions, namely, in four newly incorporated subjects of Russia, where counteraction to customs offenses and crimes occurs in a situation related to the ongoing staffing of the territorial divisions of these bodies, regular shelling, activation of criminal elements, which together are the causes of vulnerability of newly established customs borders of Russia and can cause significant damage to the economic interests of the Russian state. In such a complicated situation, the interaction of the relevant law enforcement agencies is of exceptional importance. In the article, the authors propose an improved model of interaction between the Federal Customs Service of Russia, the Ministry of Internal Affairs of Russia and the FSB of Russia. The practical application of the proposed model will contribute to ensuring the safety of customs officials.
