Исследование посвящено разработке методологических подходов к комплексной оценке эффективности проектного управления в организациях различных сфер деятельности в условиях ограниченности ресурсов и неопределенности внешней среды. В работе проведен анализ эволюции научных представлений о сущности и критериях эффективности проектов, систематизированы традиционные и современные подходы к ее оценке. Анализ теоретических аспектов оценки эффективности проектного управления позволяет систематизировать ключевые аспекты методологии и практического применения проектного управления. Проектный менеджмент как методология управления комплексными задачами в условиях ограниченности ресурсов, уникальности результата и высокой неопределенности приобретает все большую актуальность в различных сферах экономической деятельности. Выявлены ключевые проблемы применения классических методов оценки эффективности проектного менеджмента, связанные с чрезмерной ориентацией на количественные финансовые метрики, недоучетом рисков и качественных аспектов управления проектами. Обоснована актуальность разработки многокритериальных моделей оценки эффективности проектов, интегрирующих финансовые, временные, качественные индикаторы на протяжении всего жизненного цикла. Предложена концептуальная модель комплексной оценки эффективности проектного управления, базирующаяся на принципах сбалансированности, релевантности, гибкости и учитывающая специфику проектной деятельности и организационного контекста. Разработан методический инструментарий оценки эффективности проекта, сочетающий традиционные финансовые метрики, качественные критерии зрелости процессов управления проектами и показатели удовлетворенности стейкхолдеров. Предложены практические рекомендации по внедрению разработанной системы оценки эффективности проектной деятельности в практику организаций с учетом отраслевой специфики и уровня проектной зрелости. Сформулированы приоритетные направления дальнейших исследований, связанные с адаптацией предложенной модели к условиям цифровой трансформации проектной деятельности и развитием методов оценки устойчивости проектов.
The study is devoted to the development of methodological approaches to the comprehensive assessment of the effectiveness of project management in organizations of various fields of activity in conditions of limited resources and uncertainty of the external environment. The paper analyzes the evolution of scientific ideas about the essence and criteria of project effectiveness, systematizes traditional and modern approaches to its assessment. The analysis of the theoretical aspects of evaluating the effectiveness of project management makes it possible to systematize the key aspects of the methodology and practical application of project management. Project management as a methodology for managing complex tasks in conditions of limited resources, unique results and high uncertainty is becoming increasingly relevant in various fields of economic activity. The key problems of applying classical methods of evaluating the effectiveness of project management are identified, related to an excessive focus on quantitative financial metrics, underestimation of risks and qualitative aspects of project management. The relevance of developing multi-criteria models for evaluating the effectiveness of projects that integrate financial, temporal, and qualitative indicators throughout the life cycle is substantiated. A conceptual model for the integrated assessment of the effectiveness of project management is proposed, based on the principles of balance, relevance, flexibility and taking into account the specifics of project activities and the organizational context. A methodological toolkit for evaluating the effectiveness of a project has been developed, combining traditional financial metrics, qualitative criteria for the maturity of project management processes and indicators of stakeholder satisfaction. Practical recommendations are proposed for the implementation of the developed system for evaluating the effectiveness of project activities in the practice of organizations, taking into account industry specifics and the level of project maturity. The priority directions of further research related to the adaptation of the proposed model to the conditions of digital transformation of project activities and the development of methods for assessing the sustainability of projects are formulated.
